Reporting to the Chief Information Officer, the Senior Director, Information Technology Services (ITS) is responsible for overseeing the execution, performance, and day-to-day operations of the ITS function, including Infrastructure, Applications, Data/Analytics, IT Operations, and Security. This role partners with the CIO and executive leadership to translate enterprise technology strategy into operational execution.
The Senior Director ensures that systems, infrastructure, and services are reliable, secure, and aligned with organizational priorities, while improving ITS function.
You will lead multiple ITS areas through a team of directors and managers and delivers scalable, high-quality technology solutions that support business operations, regulatory compliance, and organizational growth. The Senior Director identifies, develops, and retains a high-performing ITS team. This team ensures staff have the technical skills, training, and accountability needed to implement, support, and maintain existing and emerging technologies. These efforts are in alignment with SFHP's mission and business objectives.
Please note that while SFHP supports a hybrid work environment, you are required to be onsite and in-office a minimum of 4 days per month. This is a hybrid position, based in our Downtown San Francisco office.
Salary: $205,000 to $260,000 annual
WHAT YOU WILL DO:
- Provide senior leadership, management, and accountability for the ITS department to ensure reliable, secure, and effective delivery of technology services that support organizational goals and operational needs.
- Partner with the Chief Information Officer (CIO) to implement IT strategy, goals, and priorities, ensuring agreement across systems, infrastructure, applications, and data functions.
- Oversee the daily operations of ITS functions, including infrastructure, applications, data management, IT operations, and service delivery.
- Ensure the availability, performance, and reliability of all IT systems and services supporting organizational operations.
- Lead the execution of IT initiatives, programs, and projects, ensuring delivery aligns with timelines, budgets, and defined success metrics.
- Establish and monitor performance metrics and service levels across ITS departments; identify opportunities for improvement and implement solutions to enhance efficiency and effectiveness.
- Ensure compliance with all applicable federal, state, and regulatory requirements, including HIPAA security and privacy standards, data privacy regulations, and all applicable grantor/funder requirements. Identify security risks or compliance gaps and implement remediation action plans.
- Implement and maintain IT governance processes, internal controls, and operational policies to support organizational and regulatory requirements.0
- Oversee incident management, risk mitigation, and problem resolution processes to ensure outcomes. Assess and prioritize the criticality of problems and issues; identify core issues and recommend best practice solutions. Focus on proactive, preventative actions rather than reactive responses.
- Support the development, implementation, and maintenance of disaster recovery and business continuity plans to ensure operational resilience.
- Partner with organizational leaders to understand business needs and find technology solutions that improve operational performance and outcomes.
- Collaborate with the SFHP Compliance Officer and Security Officer to implement security and privacy best practices to safeguard SFHP's ePHI from internal and external threats.
- Improve efforts across ITS operations, including system optimization, process enhancements, and service delivery improvements.
- Oversee vendor relationships, including contract management, performance monitoring, and service delivery outcomes. Support contract negotiations and financial impact analyses in partnership with the CIO and Finance.
- Support budget development, resource planning, and financial management for ITS in partnership with the CIO and Finance. Balance talent and fiscal resources to increase IT investments.
- Present reports, analyses, and updates for the CIO and executive leadership related to ITS performance, initiatives, and outcomes. Ensure, accurate preparation of management reports including relevant regulatory submissions and data extracts.
- Lead, develop, and manage ITS leadership staff, including directors and managers, ensuring performance, accountability, and professional development.
- Establish organizational structures and management practices that support collaboration, accountability, and alignment across ITS departments.
- Conduct all technical skill development, compliance, and process-driven training for ITS staff promptly. Keep the CIO updated on IT compliance and operations issues and concerns.
- Maintain all appropriate systems and change management documentation.
- Model and promote collaboration across the organization to ensure alignment between ITS and business needs.
- Notify the Compliance Officer to ensure all potential HIPAA ePHI breaches are reported and investigated.
WHAT YOU WILL BRING:
- Bachelor's degree in Information Systems, Computer Science, or related field; or equivalent experience.
- Minimum of 10 years of progressive leadership experience in information technology, with five (5) or more years in leadership roles managing managers or multiple teams.
- Experience overseeing multiple IT areas (e.g., infrastructure, applications, data, and security).
- Experience in healthcare, managed care, or a similarly regulated environment.
