San Francisco Health Plan (SFHP) is currently seeking a Program Manager, Quality Programs. As a Program Manager, Quality Programs, you are responsible for developing, planning, implementing, and evaluating medium and large-sized projects and programs affecting San Francisco Health Plan (SFHP), its members, and its provider network. You will lead cross-departmental efforts to improve quality in health plan outcomes and operations. You will partner with providers to design and implement interventions aimed at improving quality outcomes and implementing interventions across the city of San Francisco.

You are also responsible for ensuring operational structures are in place to meet goals and objectives of state regulations (DMHC and DHCS), federal regulations (CMS) and National Committee for Quality Assurance (NCQA) Accreditation standards for health plans.

WHAT YOU WILL DO:

  • Provide program and project management while following SFHP’s Project Management Life Cycle standards. This includes:
  • Developing, planning, implementing, and evaluating (using quantitative and qualitative methods) programs and projects.
  • Regularly communicating to stakeholders, including facilitating meetings.
  • Independent decision-making on low and medium impact decisions and appropriate involvement of manager and other stakeholders on other decisions.
  • Producing, monitoring, and updating all documentations, which includes work plans, charters, budgets, meeting materials, policies/procedures, risk/decision logs, and presentations.
  • Adhering to program and project timelines.
  • Ensuring that programs, projects, and their documentation are in compliance with regulations.
  • Model leadership in continuous quality improvement - QI (i.e. PDSA model).
  • Provide leadership and guidance in several high-performing project teams, to ensure that project work is measurable, impactful, cost-effective, and consistent with organizational goals and objectives.
  • Participate in quality improvement (QI) work plan development, timely completion of work, and mid-term and long-term strategic planning of QI.

WHAT YOU WILL BRING:

  • Bachelor’s degree in Business Administration, Public Health, Health Administration, or other relevant areas; or equivalent relevant work experience
  • Three years’ experience in project management or program management in health care operations or quality improvement. Prior experience as a program, project, or team lead preferred
  • Desired: Master’s degree in healthcare field; experience working in health care delivery system or at a health plan
  • Familiarity with the Model for Improvement, health care, managed care terminology, Medi-Cal preferred
