We’re looking for a PROJECT EVALUATION CONSULTANT (VOCATIONAL TRAINING PROGRAMS)

Are you an experienced evaluator with a strong background in vocational training, youth employment, or social inclusion? Do you want to contribute to improving programs supporting vulnerable children and youth?

Friends-International (FI), an award-winning NGO founded in Phnom Penh in 1994, empowers children, youth, and their families to build brighter futures. Operating in Cambodia, Thailand, Laos, Indonesia, Myanmar, and Europe, we combine innovative social services with social business approaches to support marginalized children, youth, and their families.

Through the support of the Juniclair Foundation and the Luxembourg Ministry of Foreign and European Affairs, FI is implementing projects in Cambodia and Laos to support the reintegration of marginalized children and youth through protection, education, vocational training, and employment pathways.

ASSIGNMENT AND DURATION

We are seeking an independent consultant to conduct a mid-term comparative evaluation of vocational training (VT) models implemented under these projects in:

  • Siem Reap, Cambodia
  • Luang Prabang, Laos

The evaluation will assess the relevance, effectiveness, operational feasibility, sustainability, and impact of different vocational training approaches, and provide practical recommendations to strengthen future programming.

The assignment is expected to take place over approximately 2 months between September and December 2026.

Does this describe you?

  • Proven experience in conducting external evaluations
  • Strong background in vocational training, employment, livelihoods, or youth development
  • Excellent analytical and report-writing skills
  • Experience with qualitative and participatory evaluation methods
  • Strong communication and stakeholder engagement skills
  • Ability to work independently and meet deadlines
  • Excellent spoken and written English
  • Strong commitment to Child Protection and Prevention of Sexual Exploitation and Abuse (PSEA) principles

Key responsibilities and Deliverables

  • Develop an inception report (methodology and work plan)
  • Conduct desk review, interviews, and field visits
  • Perform comparative analysis of vocational training models
  • Submit draft and final evaluation reports
  • Present key findings and recommendations to stakeholders
