ICTJ seeks Finance Officer with experience in administrative and financial management to ensure the proper and efficient financial management of the office and its different projects, in accordance with ICTJ policies and procedures, Belgian legal and tax requirements, and the requirements of various donors. This position is based in Belgium. The Finance Officer will report to ICTJ’s Global Director of Finance.
RESPONSIBILITIES
Under the supervision and guidance of the Global Director of Finance, and in coordination with ICTJ´s Head of Office in Brussels and other members of the team, the Finance Officer will be responsible for:
Regulatory Compliance & Internal Controls
- Stay continuously informed of applicable regulations relevant to the position and ensure their application in day-to-day operations.
- Ensure the implementation of ICTJ’s administrative and financial procedures to maintain adequate internal controls.
- Prepare required documentation for project audit visits and ensure timely follow-up on audit recommendations, in coordination with the Global Finance Director and/or other members of the team.
Accounting & Financial Transactions
- Record project accounting transactions in a reliable and timely manner, ensuring the integrity of financial information.
- Record and calculate personnel expenses in accordance with legal and donor requirements and approved budgets.
- Perform periodic project bank reconciliations.
- Manage project treasury functions, including proper follow-up on accounts payable and receivable.
Financial Reporting & Monitoring
- Prepare monthly financial monitoring reports (or as otherwise required), directly linking accounting system data to projects’ budget lines.
- Support the preparation, consolidation, and submission of interim and final financial reports to donors, under the supervision of the Global Finance Director
- Provide updated budget information in coordination with the Global Finance Director.
Documentation & Compliance Review
- Review ICTJ accounting, financial, and administrative documentation to verify the eligibility of project expenditures and ensure compliance with national legislation, donors’ requirements and internal policies and procedures.
- Draft contracts, purchase and service orders, and all related project documentation.
- Ensure proper management of project accounting and financial filing systems.
Partner Organization Support
- Review financial reports and conduct financial and administrative monitoring of partner organizations to ensure accuracy and compliance with relevant rules and regulations.
- Support capacity building and deliver financial and accounting training to partner organizations as needs are identified.
General Duties
- Participate in administrative and financial meetings.
- Support selected field visits as required.
- Perform any other duties assigned within the scope of competence.
QUALIFICATIONS:
Education: Professional degree in Accounting; postgraduate qualification in Finance or a related field is an asset.
Experience: Minimum of three years of proven experience in financial management and accounting.
Related Skills or Knowledge:
- Experience in financial management of international cooperation projects, and EU-funded projects.
- Experience in reporting and accounting in the not-for-profit sector, including donor reporting.
- Knowledge and experience using WinBooks accounting software.
- Knowledge and management of Belgian accounting and tax regulations.
- Experience with budget preparation and oversight.
- Experience across a range of finance functions (accounting, reporting, audit, etc.).
- High level of professionalism and attention to detail.
- Ability to work in an intensive and fast-paced work environment with a wide range of partners.
- Ability to communicate effectively with Finance staff, Program staff, vendors and clients.
- Proficiency in MS Office Applications, especially Word and Excel, is required.
- Strong written and oral skills in both English and Spanish; native fluency in French is an asset.
DURATION
This is a one-year contract which may be extended, depending on performance and the availability of funding.
