Internews is a non-profit organization that has been working to support independent media and freedom of expression for more than 40 years. Working with partners in over 100 countries, Internews is headquartered in the US with office representatives in more than 30 countries worldwide. Internews Network Fiji, in partnership with local journalism training, advocacy organizations, and universities, implements programs aimed at strengthening independent media and promoting freedom of expression in the Pacific. The Finance and HR Officer provides substantial financial management support to Internews Network Fiji and our projects in other Pacific Island countries.
LOGISTICS
This position will be based in Fiji.

DAY-TO-DAY TASKS will include:
General
- Work closely with counterparts in regional and head offices.
- Other duties as assigned

Budget Proposal
- Work closely with partners to develop subgrant budgets to be included as part of budget proposal/budget modification and funding applications.
Finance and Administration
- Maintain complete accounting records of all expenses for Internews projects in compliance with funder requirements and Internews policy.
- Ensure all expenditures are conducted and reported on in compliance with requirements outlined by project funder and in accordance with Internews policies.
- Process accounting requests from project management teams; expense reports, check request, wire transfer requests, etc.
- Review submitted staff claims and reimbursement, including Personal Service Contract fees, stipend and honorarium payments.
- Liaise with Internews Contracts Manager to ensure compliance on all procurements, grants, and contract related matters.
- Provide administrative support for supplies procurement.
- Provide logistics support for workshop attendance.
- Prepare cash conversion.
- Oversee budget and ensure adherence to vetting and other relevant policies.
- Monitor project budget to ensure incurred and projected spending is consistent with budgeted amounts.
Subgrants Administration
- Assist in the development of partner’s budget proposals and support Internews’ partners to prepare budgets under sub-grant agreements.
- Coordinating with partners in preparing supporting documents for subgrant issuance and subgrant modification as required.
- Review financial reports from partners when required and coordinate corrections as required.
- Ensure grants administration is compliant with funder approved Grants Manual and Internews policies
- Work closely with Program Lead, Project Manager and Officers to ensure accurate and timely disbursement of funds to partners and reporting to funder.
- Provide capacity building to partners to develop budget and prepare financial reporting in compliance with donor and Internews policies.
Payroll and Tax Compliance
- Process staff payroll, NSSF and other staff benefits in accordance with Fiji taxation laws.
- Understand Fiji Tax Law, processes and ensures Internews complies with all local laws and regulations.
- Ensure Internews complies with regulatory requirements by submitting timely financial status and activity reports.
- Update and prepare all VAT claim requests by donors.
Human Resources
- Monitor Local Employment and PSC contracts; prepare contract renewal as required.
- Support Fiji office for new recruitment, including:
- Coordinating with program staff in preparing staff job descriptions.
- Recruitment advertising.
- Supporting recruitment and selection process for new hires.
- Issuing offer letters & staff employment contracts.
QUALIFICATIONS WE’RE LOOKING FOR:
Required
- University degree or equivalent experience.
- Minimum 5 years of prior relevant experience.
- Fluent written and spoken English
- Computer literacy in both English
- Strong experience in finance and accounting
- Good knowledge of Fiji Tax Law and regulations
- Good knowledge of QuickBooks and other accounting software
- Experience working in non-profit organizations preferred
- Experience working on USAID-funded and other US-government funded projects preferred
- Knowledge of Fijian and/or Hindu languages an advantage
