ABOUT THE OPPORTUNITY

The Program Officer for Europe and Eurasia (E&E) helps develop, represent, and manage E&E programs under the supervision of the Program Support Manager for Europe and Eurasia.

LOGISTICS

This position will be based in Lithuania; candidates based in the Vilnius area will have the option to work fully in-office, partially remote, or fully remote and should feel free to indicate their preference during the interview process.

This is a limited-duration position, with an initial term of 12 months. This position may be extended.

DAY-TO-DAY TASKS will include:

  • Support programmatic development and project management for Internews’ programming within Europe and Eurasia (E&E).
  • Manage review and editing of project reports, workplans, and monitoring and evaluation (M&E) plans.
  • Monitor progress toward project deliverables and provide guidance to project teams.
  • Solicit, draft, and edit success stories, briefers, and other communications materials for E&E projects in coordination with project teams.
  • Ensure projects’ compliance with donor’s requirements and Internews’ internal policies.
  • Contribute to or draft scopes of work, program descriptions, etc., for subgrants or contracts as needed.
  • Provide input and support for organization-wide initiatives as needed.
  • Travel within the E&E region as necessary.
  • Support project openings/start-ups and closeouts.
  • Represent Internews in official meetings, research and communicate with other NGOs.
  • Coordinate and contribute to various aspects of grant proposal development, including research, writing, and editing.

QUALIFICATIONS WE’RE LOOKING FOR

Required:

  • At least 5 years of relevant experience, including at least 3 years of professional experience in international affairs.
  • Experience in Eastern and Southeastern Europe, the Caucasus, and Central Asia is strongly preferred.
  • Demonstrated ability to handle sensitive and/or confidential information with discretion.
  • Native/bilingual proficiency in English (written and spoken); professional proficiency in Russian (written and spoken).
  • Demonstrated interpersonal skills including diplomacy, tact, and the ability to negotiate.
  • Ability to travel internationally.

Preferred

Note: Candidates who do not have these preferred qualifications, but are interested and willing to learn, are encouraged to apply.

  • Solid understanding of and/or interest in media development and other civil society development issues in the E&E region.
  • Experience supporting donor-funded projects and contributing to proposals for donors (particularly USG-funded projects; experience with EU-funded projects a plus).
  • Experience monitoring and evaluation project results through project-level indicators and targets.
