Job Description

The Impact Manager for the Equitable Outcomes Team (EOT) will serve as the point person for driving progress and accelerating the impact of a top priority for the County of Los Angeles government and its residents.

As LA County’s expert in strategy, implementation, and equity, the Impact Manager will provide thought partnership and capacity-building support, institute routines to keep the team focused, and create systems and solutions to enable better service delivery and coordination across government agencies. This individual will have a track record of overseeing large, complex initiatives involving multiple stakeholders and demonstrate a strong desire to help a regional government improve highly visible and impactful services.

This is a one-year fixed-term position, hired by Delivery Associates and embedded in Los Angeles County government. Opportunities for extension, including different priorities and county placement, are possible but not guaranteed.

About the Equitable Outcomes Team model

The Equitable Outcomes Team (EOT) is a new capacity-building and talent solution for accelerating public service delivery with an equity lens. This small, interdisciplinary team is embedded in a host government institution to drive a transformative priority.

In its 2023 pilot year, the EOT was placed within the Department of Mental Health to broadly support LA County’s implementation of the Alternative Crisis Response (ACR) Program, a complex and impactful initiative serving more than 10 million residents. This placement allowed for deep integration into the crisis response program office and the opportunity to advance priorities from within.

The county is partnering with a philanthropic partner who will fund this year from January 2024 to December 2024. As the program administrator, Delivery Associates conducts onboarding and provides the EOT with customized coaching and best practices for tackling implementation challenges.

Skills & Responsibilities

Delivery of outcomes and implementation:  
– Drive progress on multiple workstreams in close alignment with the county’s leadership agenda – ensuring that all stakeholders have the knowledge and resources to implement.
– Build capacity for delivery across government, including in such areas as data and evidence, planning, performance management, and communications.

Relationship-building and communication:  
– Lead coordination across government agencies and influence them to solve problems, unblock challenges, and ensure continued progress towards the outcome by modeling good behavior.
– Work closely with senior officials and other key stakeholders to build strong delivery relationships, communicate progress, and enable knowledge-sharing and coordination for the county and other local jurisdictions.

Operational excellence and problem-solving:  
– Focus on producing results for residents by drawing on a variety of tools and resources to creatively solve problems and strengthen the muscle of civic innovation.
– Interpret and use data to assess performance and identify actionable insights to inform policy.
– Build and maintain effective administrative and project management system to support all operations, including work plans and performance management tools.

Requirements

– Bachelors required, Masters preferred.
– Minimum of 7 years total relevant experience (in consulting, strategy and operations, public policy, nonprofit, or related field); 2 or more of which is preferred to be in a management position.
– Must be based in and have work authorization in the United States.    – Delivery Associates will not sponsor applicants for work visas.
– Based (or willing to be based) in LA County, or within commutable distance, for the term of employment which will be based in LA County.
– Pass a background check and live scan by LA County.
– Experience working on or with community justice, crisis response, behavioral health or equity issues, and/or candidates with lived experience related to these issues preferred.
– Experience working on a large-scale service delivery initiative and managing change using proven methods preferred.
– Experience working with data and evidence to inform and improve policy or programming preferred.
– Interest and/or experience working in or working in partnership with local government preferred.
