FINANCING ALLIANCE FOR HEALTH OVERVIEW

The Financing Alliance for Health (FAH) is an Africa-based, African-led, and Africa-focused entity that convenes governments, funders, philanthropy, private-sector, and communities to address systemic financing challenges to scaling primary and community health systems for delivery of integrated primary healthcare services through country, regional and global partnerships.

As trusted strategic and technical advisors, FAH acts as a bridge between the world of health and finance through long-term partnering with the Ministries of Health and Ministries of Finance teams to develop different and changing financing sources. This approach will empower/ enable them to be the lead stewards in their local health systems to reach the scale and sustainability that is needed and ultimately achieve universal health coverage.

Headquartered in Nairobi, Kenya, FAH has successfully supported 18 governments at the national and sub-national levels, across 13 countries (Rwanda, Zambia, Zimbabwe, Haiti, Burkina Faso, Uganda, Sierra Leone, Liberia, South Africa, Malawi, Senegal, Kenya, and Togo).

FAH works with governments in their journey of designing, scaling, and financing of primary and community health programs, with a view to strengthening national and regional health systems through embedding teams, evidence generation, designing financing solutions, and advocacy. Our longer goal is to scale up and strengthen Primary and Community Health Systems to increase access and utilization of reproductive, maternal newborn, child & adolescent child services at primary facilities and community levels. We act as a bridge between the worlds of health and finance.

Our work areas include:

  • Country government support: Long-term onsite technical and financing support on primary and community health.
  • Analytical toolkits: Develop and offer toolkits to support country costings, investment cases, and financing pathways.
  • Financing products/ modalities: Working with donors & financing industry to design, develop, and deploy new/modified financial products.
  • Awareness and education: Develop investment cases, build thought leadership, and share capacity-building material.

POSITION SUMMARY

The Financing Alliance for Health is seeking highly skilled, multi-functional, and entrepreneurial leader with a passion for global health to serve as Health Financing Technical Advisor in Central African Republic.

The Health Financing Technical Advisor will play a crucial role in providing technical expertise and strategic guidance to governments in the design, scaling, and sustainable financing for primary healthcare programs. The Advisor will collaborate with stakeholders, including governmental ministries beyond MoH, donors, NGOs, and the private sector to develop and implement health financing mechanisms and strategies.

Key roles and responsibilities

  1. Provide high-quality technical support to governments on primary healthcare programming and financing through embedment with MoH-PHC-related departments.
  2. Primary Health Care Strategy: Provide support in the development of costed PHC strategies, policies, and other guidelines in collaboration with Ministry of Health (MoH) , Ministry of Finance (MoF) and other multi-sectoral stakeholders. Experience with multisectoral approaches and positioning primary and community health in the global health security agenda, universal health coverage programming and intersection with climate is key
  3. Health Financing Strategy: Contribute to the development and implementation of health financing strategies for primary health care. This involves analyzing the current financing mechanisms, identifying gaps and opportunities, and recommending strategies to ensure sustainable and equitable financing for primary health care services. Provide technical assistance in the innovative design, implementation, and management of health financing models and mechanisms that promote financial risk protection, results based financing, strategic purchasing and expand access to primary healthcare services.
  4. Economic Evaluations: Conduct health outcome/impact evaluations (e.g., Cost-Benefit/Effectiveness/-Minimization Analyses and Models) to demonstrate the benefits, value for money, impact, and returns on investments of interventions related to primary healthcare.
  5. Policy Advocacy: Engage in policy advocacy efforts to promote evidence-based health financing policies and reforms that support primary healthcare. This involves policy analysis, generating evidence on the impact of different financing approaches, and engaging policymakers to influence decision-making processes.
  6. Resource Mobilization: Responsible for supporting efforts to mobilize financial resources for primary healthcare, both domestic and external resources. This includes identifying potential funding sources and providing guidance on resource mobilization, allocation, and utilization to maximize program impact.
  7. Financial Planning and Budgeting: Assist in the development of annual financial plans and budgets for primary healthcare. This involves estimating primary healthcare funding needs, advising on the appropriate allocation of resources, and ensuring financial plans and budgets are aligned with the government’s primary healthcare goals and objectives.
  8. Collaboration and Coordination: Lead coordination efforts between MoH and other health actors and stakeholders (government agencies, donor agencies, civil society, private sector among others) to ensure alignment and synergy in health financing efforts for primary healthcare.
  9. Monitoring and Evaluation: Contribute to the monitoring and evaluation of health financing components of primary healthcare. This includes the development of performance indicators, collecting, and analyzing health financing data, and providing regular reports on health financing performance and sustainability.[1]

Qualifications

  • A master’s degree in Health Economics, Policy and Planning, Public Health, or related field
  • A minimum of 10 – 12 years relevant experience in health systems strengthening, PHC programming and financing, experience directly supporting governments in LMICs in health financing, budgeting, and evidence-based decision-making strongly preferred.
  • In-depth knowledge of health financing principles, concepts, strategies, and best practices.
  • Experience in the development of PHC strategies and policies, costing of interventions, funding gap analyses, resource mapping, and investment cases.
  • Experience in providing support in policy reforms around user-fee elimination, revenue generation for health, risk pooling, public- private partnership, innovative finance and strategic purchasing for healthcare services.
  • Familiarity with health systems strengthening and primary health care approaches.
  • Experience and understanding of Public Financial Management (PFM) including budgeting and budget cycle, and resource mobilization and advocacy for the public sector.
  • Strong analytical and problem-solving skills, with the ability to generate innovative solutions.
  • Excellent communication and interpersonal skills, with the ability to build effective partnerships and work collaboratively with diverse stakeholders.
  • Proven ability to work independently, prioritize tasks, and meet deadlines.
  • Proficiency in relevant computer applications and software and possess excellent oral and written presentation skills.
  • Experience in leading and managing technical teams.
  • Fluency in both English and French is an added advantage.
  • Strong Africa regional experience is preferable.
  • This position is recommended to candidates who reside and are authorized to work in the countries listed.
