The PSI Regional Office in Kenya provides strategic global leadership, technical expertise, and operational oversight to multiple country programs across the region and globally. To support our complex portfolio, PSI seeks an experienced Human Resources Manager to provide strategic and operational HR leadership for the office. The role will oversee HR policies, talent acquisition, performance management, employee relations, and compliance with local labor laws. The HR Manager will partner with leadership, global and the HR Network teams to strengthen organizational culture, build workforce capacity, and ensure HR practices align with PSI’s values and organizational objectives.
What You'll Do
Support the development and implementation of HR strategies for the assigned office(s). Advise management on staffing, employee relations, and organizational development. Contribute to workforce planning, succession management, and HR analytics to enable data-driven decisions. Represent HR priorities in leadership and cross-functional meetings. Support organizational change initiatives, team-building efforts, and strengthen assigned office(s) leadership capabilities through targeted training and guidance.
Lead end-to-end recruitment, selection, salary analysis, and onboarding processes; Ensure transparent, equitable, and values-driven hiring practices; Oversee induction programs that orient new hires to PSI’s culture and policies.
Oversee HR administration, including contracts, benefits, compensation, and personnel files; Ensure compliance with local labor laws, donor requirements, and internal policies; Maintain HR information systems (HRIS) and ensure accurate reporting; Review and update HR policies and procedures as needed.
Coordinate performance management cycles — goal setting, mid-year, and annual reviews for the assign office(s); Support managers and staff in setting clear objectives and development plans; Identify learning and development needs and coordinate training initiatives; Promote a culture of continuous feedback and professional growth.
Foster a positive and inclusive work environment aligned with organizational values; Manage employee relations issues, conflict resolution, and grievance handling; Lead staff engagement initiatives, surveys, and follow-up actions; Promote equity, inclusion, and staff wellbeing initiatives.
Supervise and develop team member(s). Make recommendations concerning employment, terminations, performance evaluations, salary actions, and other personnel actions. Set team and individual goals. Prioritize, organize, delegate, and coordinate the flow of work. Enhance individual employee performance through frequent and timely communication and support.

What You'll Bring
Bachelor's Degree (or international equivalent) in a related field.
At least 7 years of related experience. Equivalent combination of relevant education and experience may be substituted.
At least 1 year of supervisory experience is preferred as part of the overall 7 years of related experience.
Demonstrated ability to apply and support best-practice HR approaches that contribute to consistent, high-quality HR service delivery in a fast-paced environment.
Proven experience collaborating with local legal counsel and government offices to understand local law and or host-country legal requirements for expatriate and national staff, obtain necessary approvals, and help resolve HR-related legal matters.
Strong written and verbal communication skills, with the ability to navigate differing viewpoints and support constructive conflict resolution.
Ability to work effectively in situations involving complexity, ambiguity, and organizational change.
Solid knowledge of labor laws, international HR best practices, and Host Country Agreement provisions.

Experience supporting HR processes within Host Country Agreement or diplomatic staff employment frameworks is preferred.

Salary Ranges:*
PSI is committed to pay equity and transparency. We ensure pay meets the market within each country. This approach minimizes our impact on local talent markets and allows PSI to attract and retain employees, while staying cost-competitive.
Actual base salary compensation will be determined by factors such as a candidate’s qualifications, experience, internal equity, external market analysis, and other business factors permitted by law. Hiring above the mid-point of the range below would not be typical in order to allow for potential future salary growth.
PSI is offering the following gross annual salary range for this position:
- For Kenya Regional Office (paid in USD): $36,000 (minimum) - $51,000 (midpoint) - $66,000 (maximum)
*Please note that those hired at the Kenya Regional Office will be employed through the local PSI office. Pay and benefits will be commensurate with the role and practices of the local office. Details will be provided during interview process.
