Partners In Health has built the Maternal Center of Excellence (MCOE) as an expansion of the Koidu Government Hospital in Kono district to raise the standard of care for mothers and newborns in Sierra Leone. A cutting-edge facility, the MCOE expands the campus of Koidu Government Hospital, dramatically increasing the number of beds, services, and facilities available to mothers and babies. By introducing new technology, investing in training for health care workers, and offering a preferential option for the poor, this cutting-edge facility will also prove what is possible as a model for care across the continent and beyond.

Essential Duties and Responsibilities:

1. To Support the implementation of PHU expansion Project work specifically;

  • Perform daily data collection tasks as assigned by PHU Data Manager
  • Collect and compile data required for monthly reporting
  • Participate in data interpretation and presentation to program leads
  • Provide mentorship and accompaniment to facility staff

2. To strengthen the data management system and processes

  • Ensure proper data collection, entry and analysis of project data
  • Monitor data collection processes, address any data quality challenges as they arise and provide feedback when required.
  • Undertake on the spot data quality checks

3. To Work as a team member of Partners in Health SL SHIS by;

  • Establishing and developing effective working relationship with PIH, Health Facility staff, and community people to ensure team work and integration.
  • As team member effectively participating in any data quality improvement measures
  • Participating in team decision making, planning and joint activities
  • Supporting other projects in your area whenever requested to do so
  • Adhering to PIH’s programme and other policies on physical and financial resources

4. To work on any other duties assigned from time to time

  • The position might also be given tasks from the SHIS unit to support other data management related tasks but generally involve data entry, data quality assurance, basic data analysis, and presentation of data.
  • The M&E assistant may also work closely with clinicians and program staff on their data tracking and reporting responsibilities and

Education and Work Experience Requirements:

Education

  • Finished secondary school or holds a WASSCE certificate
  • A diploma or degree in a relevant field is an added advantage

Technical Competencies

  • At least three years of experience in monitoring, evaluation, or research, preferably in health
  • Work experience in managing and analyzing data using paper tools and basic offline systems
  • Experience planning and carrying out evaluations and using basic statistics to interpret results
  • Experience working in international development or humanitarian programs with people from different cultures (an advantage)
  • Experience collecting, analyzing, and presenting data, spotting trends, and preparing clear reports and simple charts or graphs
  • Understanding of how to check data quality and follow good practices for collecting, storing, sharing, and using information
  • Strong skills in Microsoft Office, especially very good knowledge of Excel
  • Able to handle several tasks at once and consistently meet deadlines

Position Overview.

The M&E Officer supports all Monitoring, Evaluation, and Learning functions at the Kayima health facility, ensuring high-quality data collection, verification, reporting, and use for decision-making. The role is responsible for maintaining PIH-SL and MOH data standards while managing increasing reporting obligations linked to expanding service delivery. To be successful, the candidate must have a relevant bachelor’s degree and practical experience working with health data systems.

The principle objective of the M&E Officer is to collect and manage high quality data and using the data for the Peripheral Health Units (PHU) expansion Project improvement. S/he will be responsible for providing support to the PHU Data Manager and clinical team in strengthening M&E systems and processes for the Project activities and engagements. S/he will work closely with the PHU Data Manager, Health Statistics Manager, partner staff; representatives from primary stakeholder groups; external consultants and field staff when appropriate. This is a national position and the candidate must be willing to work and reside at Kayima Health Facility.
