Its multidisciplinary teams address interconnected development challenges. FHI 360 seeks six Technical Officers for the Third 95 Team as temporary staff for October 2026 to January 2027.


Project Descriptions:


Meeting Targets and Maintaining Epidemic Control (EpiC), led by FHI 360, provides technical assistance (TA) to strengthen HIV case finding, prevention, care and treatment, and viral load suppression. Under the No-Cost Extension (NCE) workplan, three 95 teams bring together community services, clinical services, partnerships, supply chain, and monitoring and evaluation expertise.

The Third 95 Team focuses on multi-month dispensing (MMD), teleconsultation, home-based antiretroviral (ARV) delivery, community refills, viral load (VL) testing, and follow-up of unsuppressed VL and suspected virological failure. It works with district health offices, health facilities, laboratories, and community-based organizations (CBOs) to identify service gaps, provide practical mentoring, and follow through on agreed improvements.

Each 95 team is planned to have 13 members, combining existing staff and additional hires, with one focal point per supported district/city. Coverage comprises Jakarta Pusat, Jakarta Utara, Jakarta Barat, Jakarta Selatan, Jakarta Timur, Kabupaten and Kota Bogor, Kabupaten and Kota Bekasi, Kota Depok, Kabupaten and Kota Tangerang, and Kota Tangerang Selatan.


Job Summary:


Under the supervision of the Third 95 Team Lead, the Technical Officer will serve as the Third 95 focal point for one assigned district/city and provide ongoing implementation support for differentiated HIV treatment services and viral load suppression. The staff member will coordinate with EpiC specialists and the First and Second 95 focal points, undertake routine field mentoring and partner follow-up, maintain accurate program information, and report progress to the supervisor. District assignment, work arrangements, and exact employment dates will be set out in the appointment documentation.

Accountabilities:


1/ Technical Implementation and Mentoring:

  • Support MMD for eligible people living with HIV in line with national guidance and commodity availability. Help providers align clinician-assessed eligibility, dispensing, ARV needs, and follow-up schedules while maintaining required clinical review and VL monitoring.
  • Help facilities integrate teleconsultation into MMD services using approved platforms, consent, privacy, documentation, and referral procedures. Support clients with limited digital access and track follow-up; consultations, prescribing, and decisions on in-person assessment remain with authorized providers.
  • Strengthen home-based ARV delivery and community refills with facilities, pharmacies, and CBOs. Agree on client consent and preferences, dispensing responsibilities, confidential packaging, schedules, and receipt confirmation; reconcile records and resolve failed deliveries with partners.
  • Help facilities identify clients due or overdue for VL testing and arrange education, appointments, and navigation. Strengthen pathways to testing hubs and referral hospitals, align specimen collection with scheduled services, and support maternal, child, and adolescent access with the other 95 teams.
  • Support readiness and agreed workflows for GeneXpert point-of-care VL testing at designated sites. Coordinate laboratory specialists on staffing, cartridges, quality assurance, maintenance, and downtime, and facilitate approved public-private laboratory arrangements for capacity, referrals, and costs.
  • Help partners organize specimen collection, packaging, transport, tracking, and receipt under approved laboratory procedures. Follow up rejection, delays, and repeat collection; track results to the facility, provider review, and communication to the client.
  • Support confidential follow-up of unsuppressed VL, including adherence support, provider review, indicated repeat testing, and referral. Facilitate clinical mentoring for suspected virological failure and track clinician-directed management; interpretation and treatment decisions remain with authorized clinicians.
  • Coordinate ARV requirements for MMD and decentralized refills, VL cartridges and reagents, and specimen supplies with supply chain staff. Follow up shortage risks and link refill arrangements to clinical and VL monitoring; refer interruption concerns to the Second 95 focal point.
  • Provide on-site and remote mentoring on differentiated treatment services, VL referral pathways, and follow-up. Record practical changes and unresolved barriers, and seek laboratory or clinical specialist support as required.

2/ Data, Documentation and Reporting:

  • Work with monitoring and evaluation staff to reconcile treatment, pharmacy, community, and laboratory records; interpret suppression alongside VL testing coverage and missing data. Resolve missing or duplicate entries and document reporting limitations.
  • Maintain a district dashboard covering MMD uptake among eligible clients, completed deliveries and community refills, VL testing coverage, result return and review, and follow-up and suppression outcomes. Agree on indicators, denominators, data sources, and district targets with the Team Lead and partners at inception.
  • Maintain TA logs and action trackers showing the issue, support provided, responsible person, deadline, and evidence of change. Submit monthly progress reports and discuss results, barriers, and corrective actions in supervision and team reviews.
  • Use aggregate or de-identified data in routine reports and restrict identifiable follow-up lists to authorized personnel. Apply approved procedures for access, storage, sharing, and sensitive client communication.
  • Prepare transition arrangements during December and complete a documented handover by January 2027, including updated tools, results, lessons, and open refill, specimen, VL result, and clinical referral actions with named receiving focal points.

3/ Operational and Administrative Support:

  • Coordinate schedules, field visits, mentoring sessions, and meeting logistics with the Team Lead and operations staff, following approved workplans and organizational procedures.
  • Provide activity cost estimates and supporting documentation as requested, and complete required staff administrative records. Obtain approval for travel and activities through established procedures and use assigned resources responsibly.
  • Follow FHI 360 policies and approved program procedures. Promptly raise service, resource, confidentiality, or implementation concerns with the supervisor and carry out other related duties assigned within the position scope.

4/ District Planning and Partner Coordination:

  • Prepare an initial district TA plan during the first two weeks, using available baseline data, priority facilities, partner roles, agreed targets, and a mentoring schedule. Validate data gaps with partners and update priorities as implementation progresses.
  • Convene routine coordination with the district health office, health facilities, laboratories, and community-based organizations (CBOs), and the other 95 focal points. Follow up open actions weekly, review progress monthly, and escalate issues requiring specialist or management decisions.
  • Maintain a current partner and referral contact matrix. Agree on contributions with Global Fund-supported CBOs and other partners, avoid duplicate activities or reporting, and support continuity of district-led service arrangements.

Qualifications:

  • Knowledge of differentiated treatment delivery, VL referral pathways, and follow-up of unsuppressed VL or suspected virological failure.
  • Experience with GeneXpert, specimen transport, or public-private laboratory coordination is an advantage.
  • Ability to mentor providers and community partners, facilitate practical problem-solving, and follow agreed actions through to completion.
  • Proficiency in spreadsheets, routine program data review, and clear progress reporting; attention to data quality and confidentiality.
  • Strong coordination, organization, and communication skills, with the ability to manage field activities and competing deadlines under supervision.
  • Commitment to respectful, non-stigmatizing services, voluntary participation, and culturally sensitive engagement with people living with HIV and key or priority populations.
  • Familiarity with the assigned district and its health and community service networks is an advantage.

Minimum Requirement Standards:

  • A bachelor’s degree in public health, medicine, nursing, medical laboratory science, or a relevant health or social science discipline.
  • At least three years of relevant HIV program experience, including practical TA or implementation support for HIV treatment services, differentiated service delivery, VL monitoring, or laboratory referral networks.
  • Demonstrated experience working with district health offices, health facilities, laboratories, and community-based organizations (CBOs), and the populations served.
  • Strong communication in Bahasa Indonesia and the ability to read technical guidance and prepare concise reports in English.
  • Availability for the four-month temporary staff appointment from October 2026 through January 2027 and regular travel to assigned facilities, community sites, and coordination meetings.

The expected hiring salary range for this role is IDR 136,000,000 - 200,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
