DESCRIPTION:
Background
In East Asia Pacific (EAP), Alive & Thrive provides strategic technical assistance to governments and a network of local partners focusing on nine countries (Cambodia, Indonesia, Laos, Malaysia, Myanmar, Papua New Guinea, the Philippines, Thailand, and Viet Nam) to facilitate policy and system reforms that increase investments and create an enabling environment for maternal, infant, and young child nutrition (MIYCN).
As an endorsed technical assistance provider to the Association of Southeast Asian Nations (ASEAN) Health Cluster, Alive & Thrive supports the development of regional standards and works with member states to improve the quality and coverage of MIYCN policies and programs across the region. With funding from the Government of Ireland, Alive & Thrive is strengthening MIYCN service delivery with a focus on equity to reach the most vulnerable populations in Cambodia, Laos, and Viet Nam. With support from the World Bank, Alive & Thrive leverages global evidence to inform the development of Papua New Guinea’s social and behavior change strategy under the national multi-sectoral stunting reduction program. With support from GIZ, Alive & Thrive is advancing climate-smart food systems transformation and promoting integrated social, maternity, and climate protection for women farmers. With funding from the Australian Department of Foreign Affairs and Trade through The George Institute for Global Health, Alive & Thrive and partners are supporting community-led solutions to achieve food and water security; implementing measures to shift salt supply from sodium chloride- to potassium-enriched salt; and facilitating interventions that promote lower-salt and lower-sugar diets through evidence-based, community-informed, and community-led policy and service interventions in Viet Nam.
Alive & Thrive also provides technical support to UNICEF and country partners in several initiatives, including the establishment and scale-up of human milk banks in Mongolia, the roll-out of the monitoring platform of the International Code of Marketing of Breast-milk Substitutes in six countries (Argentina, Laos, Malaysia, Mexico, Mongolia, and Viet Nam) and strengthening strategic policy and program advocacy on maternal and child nutrition during the first 1,000 days in the Middle East and North Africa.
Job Summary / Responsibilities:
This position serves a dual role designed to ensure the seamless integration of operational excellence and technical program execution for the A&T East Asia Pacific (EAP) region.
The incumbent will oversee project planning, implementation, partner engagement, financial management, donor compliance, and reporting across a portfolio of multi-country projects. The position serves as the primary focal point for collaboration with Scaling Up Nutrition (SUN) Civil Society Alliances, Business Networks, and Youth Networks, ensuring effective stakeholder engagement and coordination at regional and country levels.
The role also provides direct supervision and strategic guidance to the Regional Communications & Knowledge Management function, ensuring effective knowledge generation, dissemination, learning, and visibility of project achievements.
This position works closely with the Regional Associate Director, Finance team, country teams, donors, partners, and Headquarters to ensure projects are delivered on time, on budget, compliant with donor requirements, and aligned with Alive & Thrive's regional strategy.
1. Project Management and Partnership Coordination (60%)
Coordinate engagement with Scaling Up Nutrition (SUN) Civil Society Alliances, SUN Business Networks, SUN Youth Networks, government stakeholders, and other strategic partners.
Manage relationships with implementing partners, sub-awardees, consultants, and service providers to ensure quality implementation and compliance with donor requirements.
Facilitate cross-country learning, coordination, and knowledge exchange among project partners and stakeholders.
Monitor project risks and proactively develop mitigation strategies to ensure successful project delivery.
Support donor communications, project reviews, and technical consultations as required.
2. Financial Management, Compliance and Donor Reporting (30%)
Lead financial management of assigned projects, including budget monitoring, pipeline analysis, forecasting, accrual tracking, and expenditure reviews.
Work closely with the Regional Associate Director and Finance team to ensure sound financial planning and stewardship of donor resources.
Monitor project financial performance and provide regular budget updates, forecasts, and expenditure analysis to regional leadership and HQ.
Ensure compliance with FHI 360 policies, donor regulations, contractual requirements, and procurement procedures.
Coordinate the development of donor reports, workplans, budget revisions, and contractual modifications.
Oversee partner financial monitoring, review partner budgets and expenditures, and ensure timely submission of financial and programmatic deliverables.
Support proposal development, cost applications, and resource mobilization efforts for new funding opportunities.
Serve as a key liaison between Regional Office, HQ Project Management, Finance, Contracts, and donor representatives on project management and compliance matters.
3. Communications and Knowledge Management Oversight (10%)
Provide direct supervision to the Regional Communications & Knowledge Management Specialist.
Ensure implementation of project communications, visibility, advocacy, and knowledge management strategies.
Guide development of donor visibility materials, success stories, learning products, policy briefs, reports, and communication assets.
Promote documentation and dissemination of project lessons learned, innovations, and best practices across countries and partners.
Support donor reporting through high-quality narratives, case studies, and evidence-informed communication products.

Qualifications:
Master’s Degree or its International Equivalent
Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Business management, Finance, or other relevant field
15+ years of relevant experience with projects management principles and practices, procurement and operations activities.
Ability to work with minimum supervision.
Proven ability to pre-plan critical actions, carry out actions in an efficient and timely manner
Track record of being a team player, ability to deal with multiple tasks, flexibility and getting critical tasks completed on time.
Articulate, professional and able to communicate in a clear, positive manner with team members and partners.
Excellent communication, and organization skills are required. Must be able to read, write, and speak fluent Vietnamese and English.
Prior work experience in a non-governmental organization (NGO), multilateral organization, government agency, or private company.

The expected hiring salary range for this role is VND 640,000,000 - 840,000,000 for annual basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget. For internal candidates, salary placement will also follow FHI 360’s current promotional increase guidelines.
