The U.S. government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the Strengthening Infectious Disease Detection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence in the operability of a country’s disease detection and surveillance structures and services.

Position Summary:

The Program Officer will provide provide day-to-day program coordination, planning, documentation, and stakeholder engagement support for STRIDES Bangladesh. Under the guidance of the Project Manager, the position will help coordinate implementation across technical staff, government counterparts, donors, and technical partners, and supporting coordination across multiple levels of implementation. The role will support coordination with national, divisional, district, and subdistrict counterparts across relevant STRIDES activities, including laboratory systems strengthening, surveillance, data systems, and outbreak preparedness. The role requires strong organizational, communication, and relationship management skills, with the ability to work collaboratively with diverse stakeholders at national, divisional, and district levels. The Program Officer will also support stakeholder mapping, communication planning, and coordination with government officials across all 64 districts and 8 divisions to ensure alignment with project objectives and priorities.

Key Responsibilities:

  • Support the Project Manager in tracking implementation of approved STRIDES Bangladesh workplan activities, deliverables, timelines, action points, and follow-up commitments across relevant objectives.
  • Coordinate routine communication with government counterparts, implementing partners, technical teams, and subnational stakeholders, including district- and divisional-level officials as needed.
  • Organize and document technical meetings, coordination calls, stakeholder consultations, workshops, and partner engagement events, including agendas, minutes, participant lists, action trackers, and follow-up correspondence.
  • Maintain partner engagement trackers, contact lists, meeting records, official communications, and documentation repositories to support institutional memory and continuity.
  • Track follow-up actions, commitments, and progress across One Health activities, ensuring timely updates and accountability among partners.
  • Support the organization and logistics of trainings, workshops, stakeholder consultations, and multisectoral engagement events.
  • Assist technical teams in preparing presentations, meeting summaries, briefing notes, progress updates, and donor-facing materials.
  • Support coordination of activity logistics, including travel, venue arrangements, workshop materials, field engagement planning, and coordination with operations and procurement staff.
  • Help consolidate technical and program updates from laboratory, surveillance, data, and outbreak response teams for internal review, donor reporting, and management decision-making.
  • Track deadlines, pending approvals, partner inputs, and documentation requirements to support timely implementation and reporting.
  • Support communication and coordination between STRIDES Bangladesh, FHI 360 headquarters, subcontractors, and local partners to ensure smooth information flow and non-duplicative implementation.

Additional Responsibilities:

  • Support the Project Manager in program planning, implementation tracking, and reporting processes.
  • Support coordination across technical, operations, finance, procurement, and administrative teams to enable timely implementation of workplan activities.
  • Assist with preparation of internal updates, donor reporting inputs, briefing materials, and management review documents.
  • Provide administrative and logistical support for project activities, consultations, and field engagements.
  • Support coordination across technical, operations, finance, procurement, and administrative teams to enable timely implementation of workplan activities.

Required Qualifications and Experience:

  • Bachelor’s degree in public administration, development studies, social sciences, business administration, public health, or a related field. Master’s degree preferred.
  • Minimum 4–6 years of relevant professional experience in program management, stakeholder coordination, government liaison, or development sector roles.
  • Demonstrated experience working with government agencies, donors, and implementing partners.
  • Experience supporting coordination across national and subnational government stakeholders, including documentation, action tracking, meeting coordination, and partner follow-up.
  • Strong written and verbal communication skills in English and Bangla.
  • Excellent organizational, interpersonal, and coordination abilities.
  • Experience in preparing reports, briefs, and official correspondence.
  • Proficiency in Microsoft Office applications and project management tools.
  • Ability to manage multiple priorities and work effectively in a dynamic environment.

Preferred Competencies:

  • Knowledge of Bangladesh’s government structures and administrative systems at national and sub-national levels.
  • Strong relationship-building and negotiation skills.
  • Ability to synthesize complex information into clear and actionable outputs.
  • Experience in stakeholder engagement and communication planning.
  • High level of professionalism, discretion, and attention to detail.

Travel Requirements:

  • Ability to travel domestically up to 25%

The expected hiring salary range for this role is BDT 1,000,000 - 1,500,000 for annual gross salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
