Our initiatives have spanned essential health services – including HIV and epidemic control (COVID-19 and TB), health system strengthening, and global health security.

The U.S. Government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the Strengthening Infectious Disease Detection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.

POSITION SUMMARY:

The National Laboratory Strategic Planning Implementation Officer will provide technical and coordination support for the implementation of the National Laboratory Strategic Plan (2025-2030) and will be deployed to the DOH Office for Health Laboratories on behalf of STRIDES. The role involves coordinating with DOH hospitals, Centers for Health Development, and National Reference Laboratories to advance priority initiatives on laboratory governance, workforce development, and quality systems. Key functions include monitoring implementation milestones, preparing policy and technical documents to support OHL leadership decision-making, and facilitating stakeholder consultations and progress reporting to the NLSP Steering Committee. The NLSP Implementation Officer will contribute to mid‑term and end‑term assessments of NLSP implementation. All data, documents, and outputs produced under this engagement are the exclusive property of DOH-OHL and are subject to strict confidentiality requirements in accordance with the Data Privacy Act of 2012.

This position also directly supports STRIDES Philippines by advancing STRIDES’s mandate to strengthen national laboratory systems, improve surveillance and data integration, and enhance outbreak preparedness. By embedding technical expertise within OHL, STRIDES ensures that NLSP implementation aligns with broader Global Health Security objectives and donor commitments. Funding for this role is provided through STRIDES as part of its investment in sustainable laboratory systems strengthening, recognizing that a resilient and well-coordinated national laboratory network is critical to timely, reliable, and integrated public health decision-making across the country.

KEY RESPONSIBILITIES

  • Support the rollout of strategies and activities under the National Laboratory Strategic Plan (2025-2030).

  • Coordinate with the Council for Health and Development, DOH Hospitals, and National Reference Laboratories for the implementation of laboratory governance, workforce, and quality system initiatives.

  • Assist in developing and monitoring indicators and milestones under the NLSP implementation matrix.

  • Prepare policy briefs, presentations, and documentation to support OHL decision-making.

  • Facilitate stakeholder consultations and progress reporting to the NLSP Steering Committee.

  • Support the conduct of mid-term and terminal evaluations.

  • Regularly report to FHI 360 STRIDES project office to provide updates on project deliverables

  • Represent STRIDES and FHI 360 at the OHL

  • Perform other duties as assigned in support of STRIDES and OHL implementation.

EDUCATION/REQUIRED JOB EXPERIENCE:

  • Bachelor’s degree in medical technology, Public Health, or related field.

  • Minimum of 3 years of experience in health systems strengthening, project management, or laboratory programs.

  • Knowledge of national laboratory policies, Quality Management Systems, and One Health principles preferred.

  • Strong coordination and stakeholder engagement skills.

  • Excellent analytical and writing abilities.

  • Demonstrated teamwork and adaptability.

  • Competence in data presentation and reporting.

  • Capacity to deliver under tight timelines with minimal supervision.

The expected hiring salary range for this role is PHP 720,000 - 840,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
