Technical Specialist – HIV
The Technical Specialist–HIV is responsible for supporting program management, capacity building, and provision of supportive supervision and onsite clinical mentoring to implementing partner (IP) organizations to ensure delivery of high-quality, lifesaving HIV testing, treatment, care, and support services. The role also leads clinical quality improvement and capacity strengthening of ART services, with a focus on advanced HIV disease (AHD) management, viral load optimization, and retention strategies, while providing data-driven technical support to antiretroviral therapy (ART) sites and partners for continuous program improvement.
Key Responsibilities
- Identify needs for technical support in coordination with other members of the EpiC Nepal team. Support program team in providing technical backstopping of IPs to ensure national protocols, standard operating procedures (SOP), and guidelines are followed for lifesaving HIV testing, treatment, care and support activities.
- Assist Senior Technical Specialist and Associate Director in HIV testing, treatment, care and providing strategic technical support to National Center for AIDS and STD Control (NCASC), National Public Health Laboratory (NPHL) and other government entities in a systematic and structured manners as per EpiC Nepal work plan.
- Support implementation of the AHD package, including CD4 screening, opportunistic infection management, and linkage to appropriate treatment.
- Organize training on case management of HIV, community-based support and peer navigation and AHD and other training related to lifesaving HIV treatment care and support including test, treat and retention using updated training curriculum and manuals.
- Provide structured clinical mentorship and onsite coaching at ART centers and HIV clinics using standardized tools, conduct technical update sessions as well as Continuing Medical Education (CME) at ART centers.
- Support government capacity building at NCASC and provincial levels, contributing to National HIV Strategic Plan (NHSP) 2026–2031 implementation, sustainability and transition planning, and standardization of tools and systems
- Strengthen the viral load (VL) cascade, including sample collection and referral systems, result utilization, enhanced adherence counseling (EAC), and clinical management of unsuppressed clients.
- Promote community–facility linkage mechanisms, including peer navigation, adherence support, and case management to improve retention and treatment outcomes.
- Strengthen integration of clinical, laboratory, and community systems, including coordination for CD4, viral load, and early infant diagnosis (EID) services.
- Coordinate closely with the laboratory team to support CD4, VL, and EID services.
- Facilitate integration and coordination across clinical, community, and laboratory systems to ensure continuity of care and service delivery.
- Conduct supportive supervision and monitoring of field activities and assist EpiC Nepal IPs in assessing their own performance, provide onsite coaching support and adjusting their activities clinical services on an ongoing basis to ensure impact, coverage, and quality of services.
- Ensure implementation of quality assurance and quality improvement (QA/QI) approaches at ART sites and adherence to national protocols and SOPs.
- Lead and support interruption in treatment (IIT) prevention, patient tracking, and return-to-treatment (RTT) interventions through coordination with facility and community systems
- Analyze HIV treatment cascade data (linkage, retention, viral suppression) and provide actionable recommendations for program improvement at site and program levels.
- Contribute to regular monitoring and documentation of programmatic achievements, lessons learned and success stories and its implications to the program.
- Regularly review the national and international literatures, journal articles, good practices and lessons learned and contribute to conduct technical updates and knowledge sharing session both within FHI 360 Nepal and national forum.
- Assess the technical capacity of the IPs particularly in the lifesaving HIV testing, treatment care and support for new and innovative approaches and technology in, HIV testing, treatment, care and support and ensure appropriate TA in strengthening the capacity of IPs
- Participate/present in national and/or global/regional webinars, conferences and meetings
- Perform other programmatic and technical duties assigned by supervisor, Associate Director, Project Director/Country Representative.
Requirements
- MBBS with a master's degree in public health (MPH) or equivalent qualification with three to five years of experience.
- Experience in HIV programs, including clinical management of HIV and provision of ART and experience in national or donor-funded programs is preferred.
- Demonstrated strong technical, analytical, and clinical expertise in HIV care and treatment, including knowledge of national guidelines and emerging global best practices (e.g., AHD, differentiated service delivery).
- Ability to work independently, manage multiple priorities, and deliver results under minimal supervision. Willingness and flexibility to travel on short notice.
- Excellent interpersonal, organizational, communication, coordination and collaboration, team building and management, and problem-solving skills.
- Experience using Microsoft Office communication tools (Teams, Outlook, SharePoint, etc.) for knowledge management activities.
- Excellent oral and written English and Nepali including documentation skills.

The expected hiring salary range for this role is NPR 1,575,000 to 1,900,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
