Meeting Targets and Maintaining Epidemic Control (EpiC), is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DoS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

In Colombia, EpiC will work to improve timely access and continuity of care across facility and community platforms, improve quality and safety of maternal, newborn, and child health (MNCH) services, ensure availability and effective management of essential MNCH commodities and equipment, and strengthen the capacity of health facilities and local health authorities to maintain MNCH services during emergencies.

Job Summary:

The Grants Manager will be responsible for the overall management of subawards under the EpiC project in Colombia. S/he will be responsible for sub-award management, monitoring and compliance and will provide capacity development and technical support to sub-recipients to strengthen their grant management systems and ensure strong management of sub-agreements. The position will provide guidance, monitoring and support to the Grant Officer.

The Grants Manager will lead or supervise other staff in the efficient operation and maintenance of an effective grant portfolio management system. The Grants Manager will work in partnership with the technical, finance, and project management teams to ensure subrecipients achieve successful and compliant performance.

Accountabilities:

  • Manage EpiC Colombia sub-recipients across regions, including conducting pre-award assessments, reviewing/preparing grant files, coordinating reimbursements, posting approved expenditures, develop and managing sub-recipient monitoring plans;

  • Coordinate the grant process within the country team and liaise effectively with HQ teams to award and implement grant awards;

  • Develop grant packages, including review of subrecipient budget and budget narrative, preparing and updating templates, conducting the cost analysis, and ensuring alignment across the program description, targets, and budget;

  • Review financial reports, provide timely feedback, and ensure subrecipient compliance;

  • Provide capacity strengthening and mentorship to sub-recipients to strengthen financial and management systems for increased accountability and ownership in managing USG funds;

  • Conduct trainings for non-finance project staff as well as subrecipient staff on financial and grants management;

  • Manage timely sub-awardee advance and liquidation process;

  • Ensure SFR, OCIA, internal control and other systemic findings under sub-recipients are addressed and fixed in a timely fashion;

  • Maintain accurate and up-to-date sub-grant and contract tracking tools and ensure that internal systems (e.g., SAT) are regularly updated to reflect real-time data and documentation;

  • Conduct on-site visits (virtual or physical when possible) and file reviews to validate budget compliance, cost eligibility, and implementation progress;

  • Prepare monthly reports summarizing sub-grant and contract compliance, financial performance, identified risks, and the status of corrective actions;

  • Work with the program on seamless start up and /or close out processes of sub-awards; and

  • Perform any other duties and responsibilities assigned.

Applied Knowledge & Skills:

  • Knowledge of subaward management under USG funding.

  • May have or be in the process of developing content knowledge in a functional area.

  • Excellent oral and written communication skills.

  • Excellent and demonstrated project management skills.

  • Ability to influence and collaborate with others.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

  • Strong proficiency in Excel and management of documents in SharePoint.

  • Ability to respond to inquiries independently and follow-up on requests in an efficient manner.

  • Ability to handle financial and quantitative information with accuracy and precision; resourceful in gathering, verifying and analyzing financial data as well as experience with computer spreadsheets.

  • Ability to interpret financial information and reports.

  • Ability to work collaboratively, productively and sensitively within a multidiscipline, multicultural and multigender environment.

Education: ***

  • Bachelor's Degree or its International Equivalent in Finance, Accounting, Sociology, Anthropology, Social Work, Political Science and Public Administration, International Relations, Business Administration, Law, or any other social sciences related field.

Experience: ***

  • Minimum of 6+ years of relevant experience managing subawards or working with civil society organizations, preferably under USG funding.

  • Advanced knowledge of donor (USG and non-USG) rules and regulations.

  • Experience managing grants and/or finance teams is desirable.

  • Experience administering international funds and a variety of grant award types, including fixed price agreements, cost reimbursable agreements, and in-kind grants.

  • Experience with USG contractual compliance related to grant management is desirable.

  • Prior work experience in a non-governmental organization (NGO) preferred.

  • Familiarity with Colombian public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Colombia is highly desirable.

  • Previous experience working with USG supported program is highly preferred.

  • Ability to read, write and speak fluently in Spanish.

  • Ability to read, write and speak advanced English preferred.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time. Ability to lift 5 - 25 lbs.

Technology to be Used:

  • Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, TEAMS, email), office telephone, cell phone and printer/copier.

Travel Requirements:

10% - 25%

The expected hiring range for this role is COP 130,000,000 - 170,000,000 annually for basic salary. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, market pay, and budget.
