Job Summary:
The Senior Data and Surveillance Analyst will serve a dual role as the STRIDES Ethiopia project’s Monitoring and Evaluation (M&E) Officer and technical lead for surveillance data analysis, supporting the implementation and performance monitoring of STRIDES activities in Ethiopia. The position will lead data analysis, risk assessment, and surveillance performance reviews to identify gaps, improve data quality, and guide evidence-based corrective actions across polio and broader infectious disease surveillance systems. Working in close collaboration with the Federal Ministry of Health, Ethiopian Public Health Institute, Regional Health Bureaus, and GPEI partners, the Analyst will support the collection, validation, analysis, and interpretation of surveillance data, including AFP, environmental surveillance, and related indicators, and will contribute to the development and implementation of M&E systems, tools, and indicators aligned with project objectives to ensure that data are accurate, timely, and actionable for decision-making at national and sub-national levels. S/He will lead routine surveillance performance reviews, support identification of high-risk and underperforming areas, and provide technical recommendations to strengthen surveillance systems and program effectiveness, while also supporting the development of dashboards, reports, and data visualizations to improve data use across stakeholders. The Data and Surveillance Analyst will work closely with project teams and headquarters staff to monitor progress against work plans, evaluate program effectiveness, and support preparation of technical deliverables, including reports, presentations, and analytical briefs, while contributing to work planning and ensuring that project implementation is informed by high-quality data and aligned with national priorities in Ethiopia.
Accountabilities:
Technical Requirements:
- Leads day-to-day implementation of surveillance data analysis, monitoring, and evaluation (M&E) activities for STRIDES Ethiopia, including routine review of epidemiological data and surveillance performance across national and sub-national levels.
- Applies strong analytical judgment in selecting appropriate methods, tools, and evaluation approaches to assess surveillance system performance, identify gaps, and generate actionable insights with minimal supervision.
- Provides technical guidance to project staff and counterparts on surveillance data analysis, performance monitoring, and use of epidemiological data to inform program implementation and corrective actions.
- Supports strategic planning and implementation of surveillance and M&E activities, ensuring alignment with project objectives and integration with other technical areas including laboratory systems, surveillance operations, and outbreak response.
- Collaborates with STRIDES country teams, headquarters staff, and the Monitoring, Evaluation, and Learning (MEL) team to track performance against project indicators, strengthen data systems, and ensure timely and accurate reporting.
- Works closely with the Federal Ministry of Health, Ethiopian Public Health Institute, Regional Health Bureaus, and GPEI partners to support surveillance performance reviews, data validation processes, and identification of high-risk or underperforming areas.
- Contributes to the development and refinement of surveillance indicators, reporting tools, dashboards, and data visualization products to improve data use for decision-making at all levels.
- Provides technical input into national and project-level guidance, tools, and standard operating procedures related to surveillance data management, analysis, and performance monitoring.
- Prepares and contributes to technical reports, analytical briefs, and presentations to communicate surveillance findings, program performance, and recommendations to internal and external stakeholders.
- Performs other duties as assigned in support of STRIDES Ethiopia project implementation.

Project Design Implementation:
- Collaborates with project management and technical teams to develop, implement, monitor, and adapt work plans, budgets, presentations, and reports, ensuring that surveillance data analysis and M&E activities are aligned with STRIDES Ethiopia objectives and national priorities.
- Coordinates closely with STRIDES technical, programmatic, and Monitoring, Evaluation, and Learning (MEL) teams to ensure that surveillance and data-related activities are implemented in accordance with award requirements, approved work plans, and FHI 360 policies and procedures.
- Supports integration of data-driven decision-making across project components by ensuring that surveillance data, performance indicators, and analytical outputs inform program implementation, prioritization of high-risk areas, and corrective actions.
- Works with the STRIDES Finance and Administrative team, as needed, to support budgeting and planning for data-related activities, including assessments, trainings, and performance review processes.
- Applies analytical and problem-solving skills to identify and address operational and programmatic challenges related to surveillance performance, data quality, and reporting systems, and proposes practical, evidence-based solutions.
- Contributes to planning and implementation of surveillance strengthening activities, including development and refinement of surveillance strategies, frameworks, and performance monitoring approaches aligned with national systems and priorities.
- Works closely with the Federal Ministry of Health, Ethiopian Public Health Institute, Regional Health Bureaus, and GPEI partners to provide technical assistance on surveillance data systems, performance monitoring, and use of epidemiological data to support national objectives and targets.
- Supports the development and implementation of tools, dashboards, and reporting systems to improve data availability, accessibility, and use for decision-making across national and sub-national levels.
- Contributes to routine and ad hoc technical reporting, presentations, and analytical products to communicate surveillance performance, risks, and recommendations to internal and external stakeholders.
Applied Knowledge & Skills:
- Demonstrated knowledge of epidemiology, public health surveillance systems, and monitoring and evaluation (M&E) concepts, including analysis of surveillance indicators such as AFP and environmental surveillance data.
- Experience with surveillance data management platforms, such as DHIS 2.
- Strong analytical and problem-solving skills, with the ability to interpret complex surveillance data, identify performance gaps, conduct risk assessments, and generate actionable recommendations to improve program outcomes.
- Ability to plan, prioritize, and manage multiple data and M&E-related activities, ensuring timely delivery of high-quality outputs in a dynamic and evolving operational environment.
- Understanding of the national public health and surveillance context in Ethiopia, including awareness of factors that influence program implementation such as policy, operational, and health system dynamics.
- Ability to communicate complex data and analytical findings clearly and effectively through reports, dashboards, presentations, and data visualizations to both technical and non-technical audiences.
- Demonstrated ability to collaborate effectively with multidisciplinary teams, including STRIDES staff, government counterparts, and GPEI partners, to support data-driven decision-making and program implementation.
- Ability to influence and support stakeholders in the use of data for planning, prioritization, and performance improvement, including facilitating surveillance review discussions and promoting evidence-based actions.
- Strong interpersonal and coordination skills, with the ability to build relationships, facilitate discussions, and support consensus-building among government counterparts and partners.
- Demonstrated initiative and accountability, with the ability to work independently, exercise sound judgment, and adapt to changing program needs and priorities.

Education: **
- Bachelors degree. Master’s Degree (preferred or its International Equivalent in Epidemiology, research Public Health, or other Health fields related to the functions of this position.
Experience: **
- Typically requires 6 years of relevant experience in public health, epidemiology, surveillance systems, or monitoring and evaluation, with a strong focus on data analysis, performance monitoring, and use of data for decision-making.
- Demonstrated experience analyzing and interpreting surveillance data (e.g., AFP, environmental surveillance, or other public health data systems) to assess performance, identify gaps, and support program improvements.
- Experience supporting or implementing monitoring and evaluation systems, including development of indicators, data collection tools, data quality assurance processes, and performance review mechanisms.
- Proven experience working with government counterparts and partners, including Ministries of Health, national public health institutes, or similar institutions, to support surveillance strengthening and data use for program planning and decision-making.
- Experience preparing technical reports, analytical briefs, dashboards, or presentations that communicate data findings and program performance to diverse stakeholders.
- Familiarity with current practices and approaches in public health surveillance, data systems, and M&E, including experience working in complex or resource-constrained settings.
- Demonstrated ability to work effectively in multidisciplinary teams and collaborate with technical and program staff to integrate data into program implementation and strategy.
- Prior work experience with an international NGO, government agency, or private sector organization supporting public health, surveillance, or data-related programs is preferred.

The expected hiring salary range for this role is indexed to USD 21,333 to USD 30,000 annually for basic salary.
