Description:
FHI 360 is seeking a candidate for the position of Senior Operations Officer for EpiC MNCH, a project to be implemented in the provinces of Nampula/Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement. The Senior Operations Officer will provide senior-level, hands-on oversight and coordination of all operational functions of the project, ensuring efficient, compliant, and timely delivery of program activities. The role will support operations across EpiC MNCH provinces and sub-grantees, aligning logistics, procurement, administration, HR coordination, compliance, and risk management with FHI 360 policies and donor regulations. The position will work closely with the Finance team, Technical Director, and sub-grantee leadership, and will support uninterrupted program implementation. The selected candidate will be based in Quelimane, Zambezia province and will report to the AD Programs.
Accountabilities:
Works closely with the AD Programs to provide project management support in implementing EpiC-supported MNCH+N activities, ensuring timely execution and documentation of results.
Lead and coordinate all project operational functions, ensuring alignment with FHI 360 policies, donor regulations, and local laws.
Serve as the primary operational focal point for EpiC provincial teams (MNCH+N, GHS, LOX)
Provide operational input into project planning, workplans, and implementation strategies.
Support sub-grantees to establish and maintain effective operational systems, including logistics, administration, and internal controls.
Monitor sub-grantee operational performance and compliance, identifying risks and proposing mitigation measures.
Facilitate coordination between FHI 360 and sub-grantees to resolve operational bottlenecks.
Oversee procurement planning and execution in coordination with finance and technical teams.
Ensure timely availability and proper management of equipment, supplies, and assets across all sites.
Monitor inventory, asset tracking, and disposal in accordance with FHI 360 and donor requirements.
Ensure project operations comply with donor regulations, FHI 360 standards, and Mozambican legal requirements.
Identify operational risks and develop mitigation strategies, particularly in decentralized and high-volume implementation settings.
Strengthen operational SOPs and systems to support scale and complexity.
Ensure coordination with other Epic projects operating in the same provinces; identify and respond to opportunities to present a unified organizational presence
Support the capacity-building of other EpiC staff and partners through training and mentoring.
Perform other duties as assigned by the supervisor or project leadership to support EpiC’s goals.
Required Qualifications:
Bachelor’s degree in business administration, Operations Management, Public Administration, International Development, or related field
Master’s degree ), preferred
Minimum of 6–8 years of progressive experience in operations management within large donor-funded projects.
Demonstrated experience managing operations for multi-partner, multi-location projects.
Strong knowledge of donor regulations (USG preferred) and NGO operational compliance.
Proven ability to manage complex logistics, procurement, and administrative systems.
Experience working in Mozambique and/or similar low-resource, decentralized contexts strongly preferred.
Strategic and operational thinking with strong execution capacity.
Excellent coordination, problem-solving, and risk management skills.
Strong leadership and people management abilities.
Ability to work under pressure and manage competing priorities.
Must be able to read, write, and speak fluent English.

Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 5 lbs.
Technology to be Used:
Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
