Description:
FHI 360 is seeking six (6) candidates for the position of Community Technical Officer - Nutrition for EpiC MNCH, a project to be implemented in Zambezia and Nampula provinces, focused on improving the quality of nutrition, neonatal, maternal, and child health outcomes and immunization, and working with government partners to institutionalize a culture of quality improvement. Under the supervision of the Senior Nutrition Technical Officer, the Community Technical Officer will lead and support the implementation of community-based nutrition interventions, focusing on improving nutrition outcomes through community mobilization, education, prevention, early identification of malnutrition, referral, and follow-up. The role will strengthen linkages between communities and Primary Health Care (PHC) services, support sub-partners and community structures, and contribute to the implementation of a community nutrition strategy aligned with national guidelines and project objectives. The positions will be based in Nampula (3) and Zambezia (3) and will report to the Senior Nutrition Technical officer in each province.
Accountabilities:
Support the Senior Nutrition Technical Officer to ensure the quality and consistency of community-based nutrition services delivered through health facilities and community platforms.
Work closely with facility-based Nutrition Technical Officers to ensure effective referral, follow-up, and continuity of care between community and facility levels.
Ensure that all community nutrition activities are implemented in accordance with approved standard operating procedures, national guidelines, and project protocols.
Collaborate with a project team to plan and implement service strengthening activities as indicated, and to ensure that they are coordinated and involve provincial and district government staff.
Support the delivery, follow-up, and quality assurance of nutrition trainings, mentoring, and supportive supervision for district, facility, and community-based service providers.
Provide ongoing technical support and mentoring to sub-partners implementing community-based nutrition activities.
Monitor sub-partner performance and provide constructive feedback to improve implementation quality, coverage, and adherence to standards.

Support the implementation of high-impact Priority Nutrition Interventions (PIN) at community level, aligned with national policies and project guidance.
Support community-based nutrition education, social and behavior change activities, and household-level counseling on optimal nutrition practices.
Promote community ownership and participation in nutrition activities through existing and newly formed community structures.
Strengthen coordination mechanisms between community actors, health facilities, and district health teams.
Support community structures to understand and use PHC services effectively for nutrition, MNCH, and immunization.
Provide technical support and mentoring to sub-partners implementing community-based nutrition activities.
Support routine collection, review, and use of community-level nutrition data to inform planning and decision-making.
Identify implementation gaps, challenges, and best practices at community level.
Support the documentation of community-based activities, lessons learned, and success stories.
Contribute content on community activities and participate in the development of work plans, quarterly and annual reports, financial reports, and any other reports required by the U.S. Department of State's Bureau of International Affairs is preferred.
Collaborate with the project team to ensure that activities are integrated, aligned, efficient, and comprehensive.
Required Qualifications:
Bachelor's degree in nutrition, Public Health, Nursing, Midwifery, Medicine, or a closely related health field.
Preferred backgrounds include a nutritionist or public health nutritionist, a nurse or midwife with nutrition and MNCH experience, or a medical doctor with demonstrated experience in community-based nutrition interventions.
Minimum of 4 years of experience in nutrition with a strong understanding of PIN and public health, including maternal and child health programs and community-based initiatives and programs.
Demonstrated experience in community-based nutrition programming, including prevention, early identification, referral, and follow-up of malnutrition, and support community–facility linkages.
Experience in supervising program staff and/or community-based workers, including monitoring performance, identifying capacity gaps, and supporting professional development
Familiarity with national nutrition and MNCH guidelines, protocols, and standard operating procedures (e.g., MISAU standards).
Experience in designing and implementing training and guidance at the district and health facility levels; experience in providing nutrition and maternal and child health services as part of a mentoring team to meet clinical and community criteria.
Prior work experience in Nampula and/or Zambezia province
Demonstrated ability to establish and maintain effective working relationships with government staff and community stakeholders.
Excellent oral and written communication skills in Portuguese and knowledge of the local language would be an advantage.
Excellent organizational and analytical skills.
Ability to work under pressure and adapt.
Knowledge of computer software programs (Word, Excel, PowerPoint).

Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Ability to lift/move up to 5 lbs.
Technology to be Used:
Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
Up to 50%
