Description:
FHI 360 is seeking a candidate for the position of Senior Finance Officer (SFO) for a project to be implemented in Zambezia and Nampula provinces, focused on improving the quality of nutrition, neonatal, maternal, and child health outcomes and immunization, and working with government partners to institutionalize a culture of quality improvement. Under the supervision of the Senior Finance Officer, The FO will support the financial, accounting, and administrative management of the project by ensuring the proper execution of financial transactions, maintaining accurate accounting records, managing administrative financial processes, and supporting the financial oversight of subawards. The position ensures compliance with FHI 360 policies and procedures, donor regulations, and applicable Mozambican laws and regulations. The position is based in Quelimane, Zambezia province.
Accountabilities:
Accounting and Financial Management
Process and initiate payments through online banking, ensuring all transactions have proper supporting documentation and approvals in accordance with FHI 360 policies.
Monitor and reconcile Accounts Payable (AP).
Enter and suggest payments in the GFAS financial system.
Ensure accurate accounting recording of financial transactions.
Monitor project bank account balances daily.
Prepare bank and cash reconciliations.
Conduct monthly cash counts.
Support monthly financial close activities.
Ensure all financial documents are properly filed and maintained for audit purposes.
Banking Management
Maintain regular communication with banking institutions regarding payments, inquiries, and operational issues.
Manage foreign exchange transactions and currency conversions.
Prepare and submit beneficiary payment lists approved by authorized signatories to the bank.
Manage matters related to bank accounts, signatories, and banking documentation.
Download and share bank statements and financial reports (bordereaux).
Administration and Operational Support
Support administrative processes related to payments, contracts, and financial documentation.
Prepare and submit vendor registration and update forms.
Assist in the management of administrative contracts and operational expenses.
Ensure that all financial administrative processes comply with internal policies and procedures.
Provide support to logistics and administrative processes, when required.
Subaward / Grants Financial Management
Support the review of financial reports submitted by partners and subrecipients.
Verify that expenses submitted by partners comply with subaward agreements and donor requirements.
Assist in the financial monitoring of subawards.
Ensure partner financial reports include adequate supporting documentation.
Identify and report financial discrepancies or risks of non-compliance.
Provide financial capacity support to partners, when required.
Compliance and Internal Controls
Ensure compliance with FHI 360 financial policies and procedures.
Ensure adherence to donor rules and regulations, including USAID requirements when applicable.
Ensure compliance with Mozambican fiscal and financial regulations.
Support internal and external audits.
Contribute to strengthening internal financial control systems.
Qualifications and Experience
Bachelor’s degree in Accounting, Finance, Business Administration, or a related field.
Minimum of 5 - 8 years of progressive experience in accounting, financial and operational management.
Experience working with international organizations, NGOs, or donor-funded projects.
Demonstrated experience applying international donor financial regulations, preferably USG.
Experience in subaward or grant financial management is an advantage.
Strong knowledge of Mozambican tax and financial legislation.
Experience working with financial management systems and internal controls.
Skills and Competencies

Ability to work under pressure and meet strict deadlines.
High level of integrity, ethics, and confidentiality.
Strong organizational and time management skills.
Good communication and teamwork skills.
Technical Skills
Proficiency in Microsoft Office, particularly Excel.
Experience with financial systems and accounting platforms.
Ability to quickly learn new corporate systems.
Languages
Fluency in Portuguese is required.
English proficiency is an advantage.
