FHI 360 is seeking a candidate for the position of Senior Finance Officer (SFO) for a project to be implemented in Zambezia and Nampula provinces, focused on improving the quality of nutrition, neonatal, maternal, and child health outcomes and immunization, and working with government partners to institutionalize a culture of quality improvement. Under the supervision of the Finance and Operations Manager, the SFO will provide senior-level financial management and oversight for the EpiC Project in Mozambique, supporting project implementation in the provinces of Zambezia and Nampula. The position is responsible for coordinating financial and accounting operations, ensuring accurate financial monitoring, and supporting finance and operations teams to maintain the fiscal integrity of the project. The role includes financial analysis, preparation and review of project financial reports, oversight of financial compliance, and support to project leadership in monitoring financial performance trends. The SFO also contributes to strengthening internal controls, managing banking operations, and overseeing financial management of subawards and partner activities. The position ensures compliance with donor requirements, FHI 360 policies and procedures, and applicable Mozambican laws and regulations. The position is based in Quelimane, Zambezia province.
Accountabilities:
Financial Management and Analysis
Coordinate financial and accounting operations to ensure effective financial management of the project.
Monitor project expenditures and ensure alignment with approved budgets and financial plans.
Analyze financial performance trends and provide recommendations to project leadership.
Prepare and review monthly financial reports and expenditure analysis reports.
Support preparation and monitoring of financial forecasts and budget execution.
Ensure the project is adequately funded for uninterrupted implementation of activities and that financial resources are available when needed.
Accounting Oversight
Oversee the accuracy and completeness of accounting transactions recorded in the financial system (GFAS).
Review financial transactions and supporting documentation to ensure compliance with FHI 360 policies and donor regulations.
Support monthly financial close processes and ensure timely submission of financial reports.
Review reconciliations of bank accounts, advances, and financial balances.
Banking and Treasury Management
Oversee project banking operations, including transactions, currency conversions, and banking documentation.
Manage bank account administration, including signatories and banking compliance requirements.
Monitor project bank account balances and ensure proper cash flow management.
Coordinate communication with banking institutions regarding operational matters.
Subaward and Partner Financial Management
Review financial reports submitted by partners and ensure compliance with subaward agreements and donor requirements.
Support the review of partner budgets, amendments, and obligations worksheets.
Monitor partner advances and reconcile advances in the GFAS system.
Prepare partner disbursements and ensure accurate documentation of financial transactions.
Monitor VAT related to community-based organizations (CBOs) and prepare consolidated VAT reports for the project.
Strengthen financial oversight of subawards and identify risks or compliance concerns.
Compliance and Internal Controls
Ensure full compliance with FHI 360 financial policies and procedures.
Ensure adherence to donor regulations, particularly USAID financial management requirements.
Ensure compliance with Mozambican fiscal and financial regulations.
Strengthen internal financial control systems and financial risk management processes.
Support internal and external audits and ensure proper documentation and follow-up on audit findings.
Financial Reporting and Systems
Prepare and submit the SFR tracker and other required donor financial reporting tools.
Ensure that all SFRs and amendment agreements are properly recorded and maintained in the system.
Maintain financial monitoring trackers and ensure timely financial reporting.
Ensure partner financial monitoring tools and documentation are updated regularly.
Capacity Building and Team Support
Provide financial guidance and mentorship to Finance Officers and other finance staff.
Support financial training for FHI 360 partners, technical teams, and program staff to strengthen financial compliance and monitoring.
Promote best practices in financial management across the project team.
Other Responsibilities
Perform other finance and operational tasks assigned by the supervisor.
Required Qualifications
Bachelor’s degree in finance, Accounting, Business Administration, or a related field.
Minimum of 8+ years of progressive responsible accounting and financial management in international development programs or donor-funded projects.
Demonstrated experience applying USAID financial management rules and regulations.
Proven experience ensuring compliance with Mozambican fiscal and financial regulations.
Experience in subaward or grant financial management, preferably within large donor-funded programs.
Demonstrated leadership experience in supervising or mentoring finance staff.
Experience working with financial management systems and internal control frameworks.
Proven experience in transferring knowledge into operational plan with clients collaboration and sustainable buy- in.
Substantial experience using computerized financial information systems.
Articulate, professional and able to communicate in a clear, positive manner with clients and staff.

Languages
Fluency in Portuguese is required.
English proficiency is an advantage.
