Description:

FHI 360 is seeking a candidate for the position of Grants and Finance Officer for a project to be implemented in Zambezia and Nampula provinces, focused on improving the quality of nutrition, neonatal, maternal, and child health outcomes and immunization, and working with government partners to institutionalize a culture of quality improvement. Under the supervision of the Finance and Operations Manager, the Grants and Finance Officer will support the effective management and oversight of sub-grants under the EpiC Project in Mozambique, implemented in the provinces of Nampula and Zambezia. The position is responsible for supporting the full lifecycle of sub-grants, including pre-award assessments, agreement development, monitoring, financial review, compliance oversight, and close-out. The role will ensure that sub-grantees comply with donor regulations, FHI 360 policies, and applicable financial management standards. The Grants and Finance Officer will work closely with finance, operations, and technical teams to ensure effective coordination of grants administration and financial monitoring. The position will also provide capacity strengthening to partner organizations to improve compliance, financial management, and reporting practices will provide senior-level financial management and oversight for the EpiC Project in Mozambique, supporting project implementation in the provinces of Zambezia and Nampula. The position is based in Quelimane, Zambezia province.

Accountabilities:

Grants Management

  • Support the full lifecycle management of sub-grants, including pre-award assessments, agreement preparation, modifications, and close-out processes.

  • Maintain accurate and complete sub-grant files in accordance with FHI 360 and donor requirements.

  • Track sub-grantee compliance with grant terms, conditions, and reporting deadlines.

  • Support the preparation and review of sub-grant agreements and amendments.

  • Ensure grants documentation is properly organized and maintained for audit and compliance purposes.

Subrecipient Monitoring and Compliance

  • Conduct routine monitoring of sub-grantees to assess financial, operational, and programmatic compliance.

  • Review subrecipient financial and programmatic reports to ensure accuracy and adherence to donor requirements.

  • Identify potential compliance risks and work with sub-grantees to develop corrective action plans.

  • Support internal and external audits related to sub-grants.

  • Ensure that sub-grantee documentation meets donor and organizational standards.

Financial Oversight of Sub-Grants

  • Support the review and verification of partner financial reports and supporting documentation.

  • Coordinate with finance teams to ensure timely processing of partner disbursements.

  • Monitor sub-grantee budget utilization and financial reporting against approved budgets.

  • Assist in tracking partner advances and financial reconciliations.

  • Support financial analysis of partner expenditures and identify discrepancies or financial risks.

Partner Capacity Strengthening

  • Provide ongoing technical support to sub-grantees on grants compliance, reporting requirements, and financial management practices.

  • Strengthen partner understanding of donor regulations and FHI 360 grants policies.

  • Coordinate training sessions, mentoring, and follow-up support for partner organizations.

  • Promote best practices in financial management and grant administration among partner organizations.

Coordination and Program Support

  • Work closely with finance, operations, and technical teams to align grants management with project implementation.

  • Support the Associate Director, Programs in coordinating and monitoring project activities related to partner implementation.

  • Assist in preparing grants tracking reports and contribute to donor reporting requirements.

  • Support documentation and communication related to sub-grantee performance and compliance.

Other Responsibilities

  • Perform other duties as assigned by the supervisor or project leadership to support the objectives of the EpiC Project.

Qualifications and Experience

  • Bachelor’s degree in finance, Accounting, Business Administration, International Development, or a related field.

  • Master’s degree is an advantage.

  • Minimum 3–5 years of experience in grants management within donor-funded projects.

  • Demonstrated experience managing sub-grants for multiple partner organizations.

  • Strong knowledge of donor compliance requirements, preferably U.S. Government (USG) or USAID-funded programs.

  • Experience supporting capacity building of local partner organizations.

  • Experience working with financial management and grants administration systems.

Skills and Competencies

  • Strong organizational and attention-to-detail skills.

  • Ability to interpret and apply donor regulations and grant agreements.

  • Strong analytical and problem-solving skills.

  • Strong communication and relationship management skills.

  • Ability to work independently and manage multiple grants simultaneously.

  • High level of integrity, ethics, and confidentiality.

  • Ability to work under pressure and meet strict deadlines.

Technical Skills

  • Proficiency in Microsoft Office, particularly Excel and Word.

  • Experience with grants management systems and financial reporting tools.

  • Ability to quickly learn and adapt to organizational systems and donor reporting platforms.

Languages

  • Fluency in English is required.

  • Portuguese proficiency is strongly preferred.

Travel Requirements:

  • Less than 10%
