FHI 360 is seeking a candidate for the position of Senior M&E Officer for EpiC MNCH, a project to be implemented in the provinces of Nampula/Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement. The Senior M&E Officer will support with the implementation and strategic coordination of monitoring, evaluation, and learning (MEL) activities for the MNCH & Nutrition component of the EpiC Mozambique project. S/he will provide technical oversight and support to MEL implementation in collaboration with EpiC project staff, provincial level SPS and DPS teams and implementing partners in Zambezia, Nampula and other supported provinces; will ensure that data systems effectively capture, analyze, and report performance results that align with national and project indicators. This position will help strengthen partner MEL systems and performance reporting for community and facility based MNCH and nutrition services, including working with sub-partners and key stakeholders to monitor, document, and analyze program performance, ensure data quality, and support continuous quality improvement (CQI) and adaptive program management across the target provinces. The selected candidate will be based in Zambezia and will report to the Technical Director.
Accountabilities:
Support the MOH/National Directorate of Public Health (DNSP) embedded Nutrition M&E Advisor in the design and implementation of M&E systems and tools for the project.
Synthesize reports, analyze data, and develop or adapt M&E tools.
Work with the DOS FAO, HQ strategic information teams, project staff, and provincial level health authorities (SPS and DPS) to provide support and guidance on project M&E activities, ensuring alignment with Department of State (DoS) and MOH reporting requirements.
Work with implementing partners/ local CBOs M&E teams to support the correct implementation and use of M&E tools and platforms (SISNU, and others), and adherence to complete, correct and timely reporting.
Conduct routine monitoring visits to project sites, conduct data quality assessments (DQAs) using official tools, assist in the preparation of weekly and monthly reports, and carry out joint supportive supervision at sites with the partners regional teams and the West Health Directorate.
Ensure that the quality of activities adheres to EpiC and DOS standards by supporting the development and implementation of appropriate mechanisms to ensure quality.
Provide direct technical assistance and capacity building in the design and implementation of the M&E components of the activities in the communities served.
Work closely with the site Data Managers to assist in the development and maintenance of computerized data capture of the program and provide technical assistance and training to the staff at the sites responsible for data entry.
Ensure data entry on DATIM and FHI360 Headquarters platforms as needed.
Identify and document technical or operational issues encountered in national digital systems such as SISMA, DHIS, and promptly escalate them to the M&E Advisor and relevant national stakeholders for resolution.
Provide technical assistance to project M&E Officers and partner MEL teams and ensure integration of EpiC data into the national HMIS.
Build capacity of regional MEL staff in project M&E, especially data collection, management, and analysis for use in decision-making and course correction.
Remain informed of current issues regarding M&E of programs in the MNCH and Nutrition field by review of current literature and Haitian protocols, guidelines, and standards.
Assist the M&E Advisor in leading coordination of regional MEL activities, ensuring alignment with program and national MEL priorities.
Contribute to the preparation of donor reporting deliverables, including narrative reports, performance summaries, and indicator validations.
Mentor partner MEL teams and provide strategic guidance on MEL planning, data interpretation, and data visualization.
Assist the SI Advisor in facilitating regional data review meetings and data-to-action sessions with implementing partners and key stakeholders.
Represent FHI 360 in SI-related meetings at the regional level, including those led by MOH, DOS or other institutional actors.
Document lessons learned and best practices in M&E, according to donor guidelines.
Ensure documentation of MEL activities and contribute to knowledge-sharing across partners and regional MEL teams.
Contribute to the documentation of program results and lessons learned for handover to the MSPP or other partners.
Perform other duties as assigned.
Required Qualifications:
Master’s degree or its international equivalent in public health, statistics, applied economics, epidemiology, social work, monitoring & evaluation, demography, biostatistics, analyses or other relevant disciplines, with 6+ years’ relevant work experience.
Training or certification in M&E, data analysis, or program evaluation is an asset.
Demonstrated MEL experience, at least 6 years, including experience in technical leadership and supervision of MEL teams or partner organizations.
Knowledge of health and development programs in Haiti including familiarity with the national health information management system (HMIS) and national protocols, guidelines and standards for MNCH & Nutrition service provision and M&E.
Experience with MER indicators and community MNCH service data.
Knowledge and experience in national-level M&E system implementation.
Demonstrated experience working with DDS and national M&E stakeholders (e.g., PNLS).
Previous experience working with USAID or PEPFAR supported programs.
Proficiency in data analysis and visualization software such as Power BI.
Familiarity with Open Data Kit (ODK), KoboToolbox, or Commcare.
Familiarity with DHIS2 environment.
Ability to facilitate performance review, data-to-action workshops, and regional learning sessions.
Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
Excellent report writing, analytical and communication skills, including oral presentation skills.
Fluency in Portuguese and English.
