The U.S. Government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.
POSITION SUMMARY
The Project Officer supports the Project Operations Manager in executing operational aspects of the STRIDES Activity in the Philippines. This role provides skilled coordination of day-to-day activities across all project objectives, serves as a liaison for partners, and ensures strong integration with technical and finance teams. This role also provides programmatic and technical support to implementation teams in the conduct of their activities. With comprehensive operational expertise, the position drives seamless implementation, advancing STRIDES' mission in infectious disease detection, surveillance, and response.
KEY RESPONSIBILITIES
Coordinate daily operations across STRIDES objectives, including assessments, trainings, workshops, and simulation exercises.
Act as point of contact for partners and other stakeholders, managing communications, planning, and issue resolution.
Collaborate with technical and financial teams to align activities and budget with work plans, deliverables, and project objectives.
Facilitate government approvals and stakeholder engagements for program initiatives and events.
Develop operational documentation such as agendas, reports, briefings, ToR, SOW, and progress updates.
Establishes and maintains a records management system for program documents
Support the monitoring of project milestones, deliverables, and risks, providing clear insights and recommendations.
Support event planning and execution, partnering with logistics/procurement specialists and implementation teams for operational efficiency.
Build and sustain effective relationships with technical staff, government counterparts, and partners.
Support MEL team in maintaining a comprehensive tracking systems (logs, matrices) for activities, performance metrics, and compliance.
Handle additional operational duties as assigned by the Project Operations Manager or Project Director
EDUCATION AND EXPERIENCE
Bachelor’s degree in business administration, public health, international development, or related field (Master’s preferred).
Minimum 3 years of experience in project operations or coordination, preferably in NGOs, public health, or international development.
REQUIRED SKILLS AND QUALIFICATIONS
Strong operational coordination skills, with expertise in managing multi-stakeholder environments and project execution.
Proven partner and relationship management across technical teams, government, NGOs, and subcontractors.
Excellent organizational abilities for tracking progress, risk management, and ensuring timely delivery.
Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Teams, Outlook) and virtual collaboration tools.
Superior interpersonal, communication (oral/written), problem-solving, and facilitation skills.
Fluency in English and Tagalog, with familiarity of Philippines health systems an advantage.
Proactive, adaptable team player committed to client and organizational compliance and project success.
