The U.S. Government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.

POSITION SUMMARY

The Logistics and Supply Chain Specialist leads and oversees logistics, supply chain, and inventory management for the STRIDES Activity in the Philippines, reporting to the Project Operations Manager. This role ensures timely availability of essential commodities through effective and efficient communication and collaboration with various members of the project team. The position strengthens supply chain systems to support STRIDES objectives in infectious disease detection, surveillance, and emergency response.

KEY RESPONSIBILITIES

  • Oversee supply chain operations including forecasting, procurement, inventory management, warehousing, and distribution of office and health commodities.

  • Develop and implement contingency and surge logistics plans for emergency response and outbreak scenarios.

  • Monitor inventory levels, consumption, and stock replenishment to prevent shortages and wastage.

  • Provide technical guidance to strengthen national and subnational supply chain capacity through tools, SOPs, and training.

  • Coordinate with government partners, facilities, and technical teams for seamless commodity flow.

  • Analyze supply chain data and prepare reports, dashboards, and briefings for project leadership.

  • Ensure compliance with client, donor, national, and organizational requirements and regulations.

  • Support emergency procurement and rapid deployment during public health crises.

  • Collaborate with procurement specialists and operational teams for integrated execution.

  • Ensures adequacy of office supplies at all times. Facilitates canvassing and purchasing of supplies/services

  • Acts as asset custodian. Responsible for general maintenance and repair of office equipment (i.e., computers, printers, fax machine, air conditioning, etc.), office fixtures, and other project assets;

  • Establishes and maintains a records management system for logistics documents

  • Execute additional logistics/supply chain responsibilities to support project objectives as assigned by the Project Operations Manager or the Project Director.

EDUCATION AND EXPERIENCE

  • Bachelor's degree in supply chain management, logistics, public health, or related field (Master's preferred).

  • Minimum 5 years of experience in supply chain/logistics management, preferably in public health or NGO settings.

REQUIRED SKILLS AND QUALIFICATIONS

  • Strong expertise in health commodity supply chain management and emergency logistics.

  • Proven ability to manage inventory, forecasting, and distribution in fast-paced environments.

  • Excellent analytical skills for data monitoring, gap analysis, and performance reporting.

  • Proficiency in Microsoft Office Suite, particularly Excel for inventory tracking and reporting.

  • Superior coordination and relationship-building with government, partners, and technical teams.

  • Strong problem-solving, organizational, and communication skills (English and Tagalog).

  • Experience with internationally funded programs preferred.

  • Adaptable team player comfortable working across time zones.
