Background

In East Asia Pacific (EAP), Alive & Thrive provides strategic technical assistance to governments and a network of local partners focusing on nine countries (Cambodia, Indonesia, Laos, Malaysia, Myanmar, Papua New Guinea, the Philippines, Thailand, and Viet Nam) to facilitate policy and system reforms that increase investments and create an enabling environment for maternal, infant, and young child nutrition (MIYCN).

As an endorsed technical assistance provider to the Association of Southeast Asian Nations (ASEAN) Health Cluster, Alive & Thrive supports the development of regional standards and works with member states to improve the quality and coverage of MIYCN policies and programs across the region. With funding from the Government of Ireland, Alive & Thrive is strengthening MIYCN service delivery with a focus on equity to reach the most vulnerable populations in Cambodia, Laos, and Viet Nam. With support from the World Bank, Alive & Thrive leverages global evidence to inform the development of Papua New Guinea’s social and behavior change strategy under the national multi-sectoral stunting reduction program. With support from GIZ, Alive & Thrive is advancing climate-smart food systems transformation and promoting integrated social, maternity, and climate protection for women farmers. With funding from the Australian Department of Foreign Affairs and Trade through The George Institute for Global Health, Alive & Thrive and partners are supporting community-led solutions to achieve food and water security; implementing measures to shift salt supply from sodium chloride- to potassium-enriched salt; and facilitating interventions that promote lower-salt and lower-sugar diets through evidence-based, community-informed, and community-led policy and service interventions in Viet Nam.

Alive & Thrive also provides technical support to UNICEF and country partners in several initiatives, including the establishment and scale-up of human milk banks in Mongolia, the roll-out of the monitoring platform of the International Code of Marketing of Breast-milk Substitutes in six countries (Argentina, Laos, Malaysia, Mexico, Mongolia, and Viet Nam) and strengthening strategic policy and program advocacy on maternal and child nutrition during the first 1,000 days in the Middle East and North Africa.

Job Summary / Responsibilities:

This position serves a dual role designed to ensure the seamless integration of operational excellence and technical program execution for the A&T East Asia Pacific (EAP) region.

The Regional Program Coordinator holds primary responsibility for the end-to-end management of procurement, contracting, and compliance activities while simultaneously providing backstopping support for program implementation. This role acts as a critical bridge between the Regional office and Headquarters (HQ), ensuring program goals (specifically regarding breastfeeding-friendly health systems and policy advocacy) are met with compliant, efficient, and timely program and operations support. The incumbent will also oversee consultants and support staff.

1. Program Implementation Support (40%)

  • Support the development and execution of workplans in collaboration with local partners in Laos, Middle East and North Africa. Provide initial review and comments on programmatic reports and annual work plans.
  • Supports management team through coordination of project resources (people), planning for deliverables, and leading meetings.
  • Oversee reporting process to ensure client requirements are met.
  • Manage consultants and mentor support staff to ensure quality and timeliness of technical outputs.
  • Serves as project point of contact with sub awardees/partners.
  • Coordinate with Cost & Pricing team to develop cost proposal in support of new business efforts, as needed.
  • Ensure strict compliance with FHI 360 regulations and donor policies in all contractual and procurement activities. act as the subject matter expert to guide program staff on compliance.
  • Implement a rigorous tracking system to ensure all deliverables are monitored, received, properly filed, and reported to HQ. Proactively follow up with vendors/sub-contractors on outstanding items.

2. Program Administration (15%)

  • Support projects knowledge management initiatives in documenting approaches and achievements.
  • Ensures document management site is used appropriately by project team.
  • Provide operations support, e.g., write position descriptions, participate on staff interview panels, and serve as hiring manager as needed.
  • Conduct new hire onboarding on department procedures and administrative processes.
  • Liaise with Corporate on matters concerning data integrity associated with HR systems, team finance system, etc. and other administrative matters delegated by senior project staff, as needed.

3. Strategic Procurement & Contracts Management (30%)

  • Take full responsibility for developing, organizing, and tracking all procurement and contracting activities for the A&T EAP program.
  • In coordination with FHI 360 Contract Management Services (CMS), manage the entire lifecycle of contracts, including initiation, negotiation with local vendors and consultants, and preparation of comprehensive documentation (Purchase Orders, Consultant Work Orders, Sub-contracts).
  • Manage sub-awards, deliverables, commitment trackers and applicable reports.
  • Undertake systems management (monthly or as required) to ensure audit readiness at all times.

4. HQ Coordination and Financial Monitoring (15%)

  • Serve as the primary contact point for A&T country offices regarding operational, contractual, and administrative issues, providing day-to-day coordination with HQ.
  • Work closely with the Regional Associate Director for Finance to monitor EAP project budgets, track accruals, develop and update pipeline projections, and manage fiscal commitments. Provide regular updates to EAP and HQ leadership on financial status.
  • Provide on-going programmatic and financial oversight to assigned Global Nutrition projects, including monitoring of spending rates, sub-awards, deliverables, reports, etc.
  • Reviews purchase orders in the finance system of record, as appropriate
  • Anticipate operational bottlenecks and collaborate with the Director of Projects and Programs (Global Nutrition) to propose and implement solutions for smooth operations and reporting.

  • 10 %

Qualifications:

  • Bachelor's Degree or its International Equivalent • Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Business management, Finance, or other relevant field
  • 6+ years of relevant experience with projects management principles and practices, procurement and operations activities.
  • Ability to work with minimum supervision.
  • Proven ability to pre-plan critical actions, carry out actions in an efficient and timely manner
  • Track record of being a team player, ability to deal with multiple tasks, flexibility and getting critical tasks completed on time.
  • Articulate, professional and able to communicate in a clear, positive manner with team members and partners.
  • Excellent communication, and organization skills are required. Must be able to read, write, and speak fluent Vietnamese and English.
  • Prior work experience in a non-governmental organization (NGO), multilateral organization, government agency, or private company.
