LOCATION: Hanoi, Vietnam
FHI 360 is an international non-governmental organization that, in Vietnam, promotes the health and well-being of the Vietnamese people, particularly vulnerable and marginalized populations. It works with the Vietnam Ministry of Health and other national bodies, as well as provincial and commune-level health services to achieve project aims. FHI 360 is currently implementing programs to address challenges in HIV prevention, testing, and treatment, Tuberculosis (TB) case finding and treatment, anti-microbial resistance, health system strengthening, maternal and child health and nutrition, and global health security.
FHI 360 Vietnam is seeking a qualified and motivated Vietnamese candidate to serve as a Senior IT Officer based in our office in Hanoi.
Main responsibilities:
The Senior IT Officer provides technical leadership for the design, development, and implementation of digital disease surveillance and health information systems under the EpiC Global Health Security (GHS) Activity in Vietnam. The position focuses on strengthening surveillance data systems including human and animal health to improve the timely detection, reporting, and analysis of priority infectious and zoonotic diseases and to support evidence-based decision-making for Global Health Security programs.
Specific responsibilities may include but are not limited to the following:
Provide technical leadership for the design, development, and implementation of digital disease surveillance and health information systems to support Global Health Security activities in Vietnam.
Lead technical efforts to strengthen surveillance data systems for timely detection, reporting, and analysis of priority infectious diseases.
Support integration of the data management systems at the sites levels (laboratories, hospitals) into the national surveillance systems.
Support the integration and interoperability of surveillance systems across human and animal health sectors in alignment with the multisectoral approach.
Provide technical guidance on system architecture, data standards, and interoperability to enable data exchange between national health and animal health information systems.
Collaborate with government counterparts, including the Ministry of Health and the Ministry of Agriculture and Environment, to strengthen surveillance system design, data sharing mechanisms, and reporting workflows.
Support the development of data integration solutions, dashboards, and analytics tools to improve data use for outbreak detection, response, and program decision-making.
Ensure surveillance systems align with national digital health strategies, data governance policies, and Global Health Security priorities.
Provide technical assistance and capacity building to national and provincial partners on surveillance system use, data quality improvement, and information system management.
Coordinate with technical partners and software developers to support the development, testing, deployment, and maintenance of surveillance information systems.
Experience and abilities for the position:
Bachelor’s degree in technology or related fields with at least 7 years of working experience in health information systems
Knowledge and experience in Global Health Security information systems is asset.
Ability to work well with all project staff, implementing agencies, GVN counterparts, donor agencies
Highly responsible, organized person that pays attention to details.
Ability to work under pressure, meet deadlines, and achieve ambitious results.
Well-developed written and oral communication skills in both Vietnamese and English
Ability to travel as necessary
