Job Summary:

The STRengthening Infectious disease DEtection Systems (STRIDES) Activity is seeking a senior program officer to support and coordinate activities related to providing technical assistance and support to the STRIDES Vietnam team and national and provincial subcontractors working with the STRIDES project. The Senior Program Officer will contribute to the effective implementation of project activities by supporting work planning, tracking deliverables, coordinating with subcontractors and partners, and facilitating communication among technical, finance, and operations teams.

The position will assist in monitoring project progress, ensuring alignment with donor requirements and organizational policies, and supporting the preparation of technical and financial reports. The program officer will also help maintain effective collaboration with national and provincial partners, support subcontract management processes, and ensure timely documentation of project activities and results. This role requires strong project coordination skills, attention to detail, and the ability to work collaboratively with multidisciplinary teams to ensure the successful delivery of project objectives.

Accountabilities:

Programmatic Management and Coordination

  • Supports the STRIDES Vietnam Project Director and team to coordinate, plan for, monitor, and report on project activities and deliverables implemented at the provincial level by STRIDES staff and subcontractors in Vietnam.

  • Supports Project Director and STRIDES team with management of and coordination with subcontractors and other partners, maintaining and strengthening working relationships with national and provincial stakeholders to facilitate effective coordination, regular communication, and smooth implementation of project activities

  • Facilitates regular coordination and communication between STRIDES Vietnam, FHI 360 technical teams, subcontractors, and government partners to ensure alignment with program objectives and client requirements.

  • Supports oversight and overall implementation of the project work plan and detailed activities including subcontracts, financial and budget management of subcontractors, client guidelines for subcontractors, and subcontractor management requirements.

  • Supports the monitoring of project budgets and reporting requirements related to STRIDES Vietnam subcontractors, including reviewing financial reports and supporting documentation to ensure alignment with approved deliverables.

  • Coordinates implementation of the project work plan, including tracking milestones, deliverables, and partner performance across multiple implementing partners and government stakeholders.

  • Possesses advanced knowledge in a technical areas and understands integration with project management.

  • Ensures compliance with client requirements and organizational policies and procedures for subcontractor management

  • Provides review and comments on programmatic reports and workplans as related to STRIDES Vietnam

  • Oversees reporting process to ensure client requirements are met; may aggregate reporting for oversight of STRIDES Vietnam

  • Serves as the STRIDES Vietnam point of contact with subcontractors and other partners

  • Promote and facilitate communication between STRIDES Vietnam, FHI 360 staff, and other relevant internal and external partners, including various provincial subcontractors within Vietnam

  • Monitors subaward and subcontractor deliverables and acts as required.

  • Monitors project risks and informs senior managers of issues.

Programmatic Administration:

  • Support projects knowledge management initiatives related to subcontractor management

  • Develop and maintain project documentation and communication systems, including work plans, technical reports, factsheets, and partner deliverables, to support client reporting and communication activities

  • Provides context and framing in project reporting.

  • Provides operations support as needed

Finance Support:

  • Support STRIDES Vietnam team in areas including start-up, work planning, budget development, project reporting, and general problem-solving.

  • Provide on-going programmatic and financial oversight to STRIDES Vietnam team, including monitoring of spending rates, sub-awards, deliverables, reports, etc.

  • Reviews and support procurements and purchase orders

  • Contributes to the development of the project’s budget process.

  • Supports budget and financial tracking

  • May support reviews and approval or expense reports and/or invoices

Applied Knowledge & Skills:

  • Advanced knowledge of project management concepts and practices.

  • May have or be in the process of developing content knowledge in a functional area.

  • Excellent oral and written communication skills.

  • Excellent and demonstrated project management skills.

  • Ability to influence and collaborate with others.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

  • Strong experience in donor compliance, subcontract oversight, and partner performance monitoring.

  • Experience coordinating with government agencies, international partners, and implementing organizations in Vietnam.

  • Experience working with the Vietnam Ministry of Health and Ministry of Agriculture and Environment is an advantage.

  • Networks with key internal and external personnel.

  • Decisions may cause delays or failure to achieve results that impact departmental goals.

Supervision Given/Received:

  • May serve as a team lead and mentor lower-level personnel.

  • Determines methods and procedures on new assignments and may coordinate activities of other personnel.

  • May serve as a mentor and provide guidance to junior staff.

  • Reports to STRIDES Vietnam Project Director

Education: ** *

  • Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or a Related Fields.

  • Project Management (PM) Certification preferred.

Experience: ** *

  • Typically requires a minimum of 6+ years of relevant experience with projects management principles and practices.

  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.

  • International or Domestic (US) Program Development or Program management preferred.

  • Experience working on United States Government-funded international development contracts preferred.

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time. Ability to lift 5 - 25 lbs.

Technology to be Used:

Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, Skype/TEAMS, e- mail), office telephone, cell phone and printer/copier.

Travel Requirements:

10% - 25%
