The U.S. Government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services
JOB SUMMARY:
The Senior Finance & Admin Officer will support the Finance Manager to oversee and coordinate STRIDES Projects’ compliance with statutory financial reporting requirements, financial/admin operations, including financial reporting, budget/pipeline preparation, monitoring and linkage support of the project program & technical activities with finance and Country Office operations/administration teams, to ensure the fiscal well-being of the Project. The Senior Finance & Admin Officer shall provide financial management and guidance, conduct analyses of financial data, provide budget analyses for project funds, and review & prepare required reports for project management and funding donors to ensure compliance with the donor's requirements. Proactively guides and supports financial success by providing high level analytical expertise, supporting implementation of project strategies, and developing strong internal & external customer relationships.
KEY RESPONSIBILITIES:
General Finance
Lead support on all aspects of financial recording and management for the STRIDES project.
Lead support on the month-end closing reports and preparation of project budget and monthly pipeline updates.
Lead support and coordination to ensure compliance with statutory financial reporting requirements.
Monitor program/activity expenditures against budget within the STRIDES project. Prepare, review and analyze monthly financial reports regarding program/activity budgets, actual and forecasts.
Interpret, analyze, and/or evaluate data, ensure compliance with applicable state and federal statutes, and use Generally Accepted Accounting Procedures (GAAP).
Coordinate with FHI 360 HQ auditors on program, financial, operational, and other reviews and ensure that findings and recommendations of auditors are followed up and implemented.
Coordinate information sharing, provide required financial reports and serve as a point person for communicating in resolving financial issues.
Provide recommendations, consult with Finance Manager and Project Management on the project’s financials and compliances.
Administration/Operational Linkage
Work closely with Country Office units to ensure project activities and expenditures are captured in the project's financial records/reports on a timely basis.
Monitor project activities and prepare periodic reports on open items for coordination and status review with project team and concerned Country Office unit and/or staff.
Maintain effective working relationships with the HQ and Regional backstops, Program, Finance, People and Culture, and Operations/Administration teams and staff.
WORKING CONDITIONS AND TRAVEL REQUIREMENTS:
Usual office working conditions
Ability to travel domestically around 10%
MINIMUM REQUIREMENTS:
Relevant software skills/use of MS Office
Prior experience working with international NGOs and government organizations is an advantage
Good analytical, numerical, and problem-solving skills
Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities
Ability to develop effective work plan and priorities to meet business objectives
Familiarity with or knowledge of U.S. Department of State funded projects policies and procedures
EDUCATION/EXPERIENCE:
Bachelor or Master’s degree in Accounting or Finance with at least 5 years of related experience that must reflect the knowledge, skills and abilities listed above.
