Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, long distant truck drivers (LDTD), Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers.

The program will contribute to closing gaps mainly towards HIV case finding (the first 95) while maintaining the gains of the second and third 95 of the UNAIDS target. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based case finding, family-centered where necessary and population-specific interventions.

Job Description

Under the supervision of the Associate Director, the Senior Supply Chain Officer provides direct support to community-based organizations (CBOs) implementing the EpiC project in Cameroon in accordance with the guidelines established by the Ministry of Public Health (MINSANTE) through the National AIDS Control Committee (NACC). S/he will ensure that there is a robust management of the supply chain of HIV test kits and other commodities and ensure that HTS providers of CBOs implementing EpiC are sufficiently equipped with HIV test kits and all other commodities and accessories needed to carry out community HIV testing in Cameroon according to the national guidelines.

Job Responsibilities:

  • Support national stakeholders in developing or updating strategic plans, SOPs, and national policies/guidelines.

  • Provide technical support based on expertise in supply chain strengthening, methods, distribution, and strategies, current best practices and established quality standards while also being relevant and sustainable in the field.

  • Liaise with NACC, Regional Technical Groups – HIV/AIDS, and other stakeholders to forecast, monitor and ensure HIV test kits are available in sufficient quantities needed by regional teams.

  • Lead the development of SOPs needed to acquire, use and report HIV test kits, and other commodities in the community.

  • In collaboration with FHI 360 Zonal Leads, monitor and evaluate the needs for test kits and other commodities in CBOs implementing EpiC.

  • Ensure that management tools (paper and/or electronic tools) are available, up to date, and well maintained.

  • Help address stock gaps through transport/transfers of products.

  • Provide technical assistance and training to providers as part of capacity building and continuous improvement.

  • Conducting quality assessment visits and monitoring the implementation of corrective and preventive actions, as well as quality improvement initiatives.

  • Strengthening partners' capacity to identify and track improvements.

  • Monitor and report on the progress of improvement activities in accordance with EpiC priorities.

  • Performs other related duties within their competence, needed in achieving EpiC overall goal as directed by the relevant authority.

Education Qualification/ Skills & Experience

  • Master’s degree or its equivalent related to Pharmacist or Pharmacy Manager, Biologist, or Graduate in Pharmaceutical Product Logistics or master’s in public health

  • Certification in Public Health Supply Chain Management is an asset

  • At least 6 years of experience in the care of people living with HIV; required experience includes:

  • Logistic management of test kits or laboratory products or medicines

  • At least 6 years of experience in supply chain strengthening and capacity building.

  • Strong knowledge and experience in Public Health Supply Chain Management, and quality management systems.

  • Knowledge of the ARV/LAB DHIS is an asset

  • Ability to use the following software: MS Excel, MS Word, MS PowerPoint

  • Excellent organizational, interpersonal, and communication skills.

  • Excellent proficiency in French required, English proficiency is an asset

  • Ability to prepare technical documents and reports.

  • Ability to maintain professional confidentiality and adhere to HIV/AIDS confidentiality rules.

  • Ability to work in a multicultural environment.

  • Have a positive and professional attitude both inside and outside the workplace in order to promote the mission, vision, and values of the program.

  • Ability to travel within all 10 regions of Cameroon; frequent field visits are required
