Description:

FHI 360 is seeking a Senior Technical Officer, Child Health for EpiC, a project to be implemented in Nampula and Zambezia provinces, focusing on improving child, maternal, neonatal, immunization, and nutrition health outcomes by increasing the use of and access to high-quality services. The Senior Officer will be responsible for overseeing all child-related activities in health facilities and the community, including supporting the government and other partners to implement training, guidance, and supportive supervision, particularly for high-impact practices and interventions; ensuring quality in training initiatives and care provision by APS and other providers at the community level; supporting the capacity building of local government to take on clinical supervision to ensure quality of care; and adapting the focus of child health based on specific data from the district and health facilities. The position will be based in Zambezia and will report to the Technical Advisor for Maternal, Neonatal, and Child Health.

Accountabilities:

• Provide technical expertise and supervision in the implementation and monitoring of Child Health services at the health unit and community levels.
• Provide the technical team with general direction and guidance aligned with the expected results, focusing on Child Heath.
• Offer technical support in child health, including training for project staff and partners.
• Monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports related to the technical area of activity.
• Work closely with the team to ensure technically sound, integrated, aligned, comprehensive implementation that adheres to the Organization's strategy and Standard Operating Procedures (SOPs).
• Conduct implementation analysis of the children's area to identify areas for improvement and propose appropriate technical strategies and guidelines.
• Provide guidance and team training.
• Develop and monitor technical work plans.
• Contribute content on clinical activities and participate in the development of work plans, quarterly and annual reports, financial reports, and any other reports required by the Department of State.

Required Qualifications:

• Master's degree or equivalent in Public Health, Social Sciences, Development Studies, or other relevant fields.
• Medical doctor, preferably an obstetrician/gynecologist or senior nurse specializing in pregnancy, labor and delivery and neonatal care
• Minimum of 6 years’ experience in clinical care and public health, including SMNI programs working with US government funded projects and/or international development organization projects.
• Proven leadership experience in supervising and evaluating staff performance.
• Experience in designing and implementing training and guidance in the provision of maternal and child health clinical services in the mentoring team to meet clinical criteria at district and health unit levels.
• Knowledge of high-impact interventions in maternal, neonatal, and child health.
• Work experience in Zambezia and Nampula preferred.
• Demonstrated ability to build and maintain effective working relationships with government personnel and community-level stakeholders.
• Fluent in Portuguese required with oral presentation skills in English.
• Ability to work independently and manage a high-volume workflow.
• Excellent oral and written communication skills.
• Excellent organizational and analytical skills.
• Ability to work under pressure and adapt.
• Knowledge of computer software programs (Word, Excel, PowerPoint).

Typical Physical Demands:

• Typical office environment and ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
• Ability to spend substantial time in a health care setting.
• Ability to sit and stand for extended periods of time.
• Ability to lift/move up to 5 lbs.

Technology to be Used:

• Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

• Up to 50%
