Description:

FHI 360 is seeking a candidate for the position of Quality Improvement (QI) Technical Officer for EpiC MNCH, a project to be implemented in the provinces of Nampula/Zambezia, focused on improving the quality of maternal, neonatal, and child health outcomes and working with government partners to institutionalize a culture of quality improvement. The Quality Improvement Technical Officer will be responsible for planning and implementing activities that will support provincial and district government health service providers, health institutions, and community to implement the national Quality Improvement and Humanization strategies and guidelines; and s/he will support quality improvement activities at health facilities. The selected candidate will be based in Zambezia and will report to the MNCH Advisor.

Accountabilities:

  • Support the MNCH Advisor to implement and monitor activities that provide technical support and capacity strengthening to provincial and district government stakeholders, implementing the new national quality improvement strategy and guidelines.
  • In collaboration with implementing partners, develop training strategies, design and conduct training to strengthen government capacity in implementing quality improvement guidance, facilitate learning collaborations, and implement change packages in a timely and cost-effective manner.
  • Plan and implement project technical assistance and guidance visits to Nampula and Zambezia provinces and district staff for results-based financing and QI.
  • Ensure that activities are implemented in accordance with standard operating procedures (SOPs).
  • Lead the development and compilation of technical reports and documents related to quality improvement activities.
  • Participate in provincial-level technical working groups for quality improvement.
  • Plan, implement, and manage the synthesis of monitoring data for quality-of-care indicators in health facilities and the community.
  • Ensure the effective use of data, including routine health information systems, by provincial and district health facility staff and employees, as well as consortium partners and program staff, to inform planning and monitor improvement efforts.

Required Qualifications:

  • Medical doctor or preventive medicine technician and/or nurse with training in public health.
  • At least 4 years of experience implementing QI programs in immunization, maternal and child health and public health.
  • Experience in direct supervision of program staff and in supervising and evaluating staff performance and needs.
  • Experience in designing and implementing training and guidance at the district and health facility levels; experience in providing maternal and child health clinical services and mentoring staff to meet clinical criteria.
  • Experience working in Zambezia province.
  • Demonstrated ability to establish and maintain effective working relationships with government personnel and community stakeholders.
  • Fluency in Portuguese required.
  • Excellent oral and written communication skills in English and knowledge of the local language will be an advantage.

Typical Physical Demands:

  • Typical office environment and ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard.
  • Ability to spend substantial time in health care settings
  • Ability to sit and stand for extended periods of time.
  • Ability to lift/move up to 5 lbs.

Technology to be Used:

  • Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements:

  • Up to 50%
