We are seeking qualified candidates for Technical Officer, Global Health Security based in Asia Pacific Hub in Bangkok, Thailand and is open to Thai nationals.
TheTechnical Officer will support the U.S. Government–funded project of Global Health Security managed by FHI 360.
Global Health Security (GHS) Thailand & Regional enhances Thailand’s role as a frontline public health hub. The project supports stronger border health systems, rapid response capacities, emergency operations, and risk communication to help detect and contain outbreaks quickly. Regionally, it contributes to Thailand’s leadership in ASEAN health security coordination.
The Technical Officer , GHS will provide technical and operational support to ensure high-quality and timely implementation of program activities aligned with national systems and donor requirements.
JOB SUMMARY:
The Technical Officer – GHS provides technical support for the planning, implementation, coordination, and monitoring of Global Health Security activities. The position supports adaptation and application of technical strategies, tools, SOPs, and protocols; coordinates with government and technical partners; and contributes to technical quality assurance, reporting, and knowledge products.
DUTIES AND KEY RESPONSIBILITIES:
Technical Program Implementation
Provide technical support for implementation of GHS activities across outbreak preparedness, detection, and response.
Support execution of activities related to:
Rapid Response Team (RRT) strengthening and readiness
Epidemiologic and outbreak workforce capacity building
Sentinel and event-based surveillance strengthening
Digital surveillance and epidemic intelligence systems
After-Action Reviews (AAR) and 7-1-7 performance improvement activities.
Assist in adapting technical tools, guidelines, SOPs, and training materials to operational contexts.
Ensure technical activities are implemented in line with approved workplans and standards.
Outbreak Preparedness and Response Support
Support technical preparation and follow-up of outbreak preparedness and response interventions.
Contribute to technical aspects of:
Field investigation readiness
Biosafety and specimen management practices
Emergency support and surge response mechanisms.
Assist in technical documentation of outbreak response support and simulation exercises.
Support AAR processes, tools application, and follow-up action tracking.
Surveillance and Information Systems Strengthening
Support strengthening of surveillance and early warning systems at national and subnational levels.
Provide technical support for:
Digital surveillance tools and dashboards
Early warning and alert functions
Border and migrant health information systems.
Coordinate with MEL/SI teams to align technical activities with indicator definitions and reporting requirements.
Support user guidance and basic troubleshooting for implemented technical tools.
Border and Migrant Health Security Activities
Provide technical support to border and migrant health security interventions.
Support technical preparation and delivery of:
CDCU and frontline training activities
Border health coordination forums
Screening and triage strengthening initiatives.
Assist in development and review of technical and training materials for border settings.
Regional and Multisectoral Activities
Support technical inputs to regional and multisectoral preparedness initiatives.
Primarily accountable for technical preparation for:
Simulation exercises
Regional SOP and coordination framework consultations
Multilingual emergency communication materials.
Assist with consolidation of technical lessons learned and best practices.
Coordination and Partner Support
Coordinate technically with government counterparts and implementing partners.
Participate in technical meetings, workshops, and consultations.
Support alignment of technical activities with government systems and policies.
Facilitate technical communication between program teams and partners.
Monitoring, Reporting, and Documentation (Work closely with Senior MEL Officer)

Contribute technical content to:
Activity reports
Progress updates
Donor deliverables
Technical briefs and presentations.
Support documentation of lessons learned, case examples, and good practices.
Review technical data and outputs for completeness and quality.
Quality Assurance and Compliance
Support technical quality assurance across activities and deliverables.
Ensure adherence to approved technical standards, SOPs, and guidelines.
Participate in internal technical reviews and corrective action follow-up.
Performs other duties as assigned.
Applied Knowledge & Skills:
Development of scope of work and deliverables for partners, consultants, etc.
Broader knowledge of quality standards.
Proficiency with database management software and on-line search tools required.
Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
Must be able to read, write, and speak fluent English.
Excellent organizational and analytical skills. Excellent and demonstrated project management skills.
Ability to influence and collaborate with others.
Demonstrated proficiency with using Microsoft Office Suite required.
Ability to analyze and interpret data, identify errors, and prepare reports.
Ability to solve problems and implement corrective action as needed.
Education:
Bachelor’s degree or higher in public health, epidemiology, health sciences, laboratory sciences, or a related field.
Exposure to advanced areas (digital surveillance systems, epidemic intelligence, biosafety, AAR/7-1-7, regional coordination), yet only specifies 3–5 years of experience. It seems to be misalignment between technical breadth and experience requirement.
Experience:
Experience supporting technical program implementation and partner coordination.
Familiarity with surveillance systems, outbreak investigation, or emergency response operations is preferred.
Experience working with government health agencies and development partners is an asset.
Strong technical writing and documentation skills.
Good coordination and communication skills in multicultural settings.
Proficiency in English and Thai preferred.

May supervise junior-level staff
Reports to the Associate Director - GHS
Typical Physical Demands:
Typical office environment.
Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
Ability to sit and stand for extended periods of time.
Technology to be Used:
Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
Approximately 30%
