We are seeking qualified candidates for Senior Program Officer, EpiC Thailand based in Asia Pacific Hub in Bangkok, Thailand and is open to Thai nationals.
Job Summary:
The EpiC Senior Program Officer will provide critical technical and program management oversight to the EpiC project in Thailand, particularly focusing on strategy development, technical assistance coordination and ensuring strong collaborations with the local implementing partners and related agencies. The Senior Program Officer will also be responsible for providing support to the EpiC Thailand team on efficiently operate and strengthen grants and contracts management and monitoring to ensure full compliance with funder rules and regulations.
DUTIES AND RESPONSIBILITIES
Program Management Responsibilities:
· Contribute to the development, review and submission of project work plans, and progress reports.
· Support the design, coordination, and implementation of subawards and capacity strengthening activities, including development and application of training tools, methodologies, and compliance monitoring systems.
· Provide technical and program management coordination oversight to the EpiC project in Thailand, particularly with local implementing partners and government stakeholders.
· Provide support to strengthen management systems, operational processes, and organizational effectiveness of implementing partners.
· Collaborate with the finance and technical teams in the development, review, and submission of subaward work plans to ensure quality and compliance with funder and FHI 360 rules and regulations.
· Respond to a variety of programmatic, financial, administrative, and logistical needs generated by funders, partners, Asia Hub, HQ, and other stakeholders.
· Ensure appropriate monitoring of subgrantees to achieve financial, administrative, and programmatic goals.
· Participate in periodic assessments and site visits as assigned.
Above-Site Program Oversight Responsibilities:
· Monitor overall above-site progress against deliverables, goals, and objectives, ensuring alignment with national HIV strategies, PEPFAR guidance, and GHSD waiver requirements.
· Manage and track requests for technical support from EpiC partners to ensure timely, high-quality responses.
· Coordinate with the technical team to design and implement technical support packages that ensure quality HIV services, establish centralized quality assurance and quality improvement mechanisms for CBO-led programs, and strengthen data accuracy and reporting.
· Coordinate with the M&E team to strengthen monitoring and evaluation systems for above-site activities and ensure high-quality technical support to CBOs in priority provinces.
· Facilitate provincial-level coordination with PHOs, ODPCs, NHSO, DAS, and TUC to institutionalize the Provincial Model and strengthen integration of community-based organizations (CBOs) within provincial and national HIV systems.
· Support the development of sustainability strategies, including diversification of funding streams and integration of CBO-led HIV services into domestic financing systems.
Stakeholder Engagement Responsibilities:
· Cultivate strong working relationships with local, national, and international stakeholders including all local implementing partners (IAs), Ministry of Public Health, the U.S. Department of State, TUC, GFATM, NHSO, etc. and other relevant organizations in Thailand to ensure smooth operation of programs and activities supported by FHI 360.
· Represent EpiC Thailand at relevant coordination meetings, technical discussions, and funder engagements.
KNOWLEDGE, SKILL, ABILITIES, EXPERTISE AND COMPLEXITY:
· Work independently with initiative to manage high volume work flow, may structure work of staff members.
· Experience in working with country programs funded by the U.S. government or other international donors.
· Knowledge of health programs (HIV/AIDS, reproductive health, family planning, public health, international development, and/or social science research) in developing countries particularly HIV/AIDS in Thailand.
· Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV/AIDS.
· Ability to travel at short notice.
· Any other duties/ assignments.
TYPE AND NATURE OF CONTACTS:
· Routine coordination with FHI 360 employees and consultants, on-site and in the field and resolve problem situations with tact.
· Represent, as assigned, selected EpiC Thailand activities and other organizations including donors, and international and local partners.
· Interact with implementing partners, and FHI 360 colleagues working on EpiC Thailand.
WORKING CONDITIONS AND PHYSICAL REQUIREMENTS:
· Usual office working conditions; ability to travel domestically at least 25%.
EDUCATION/EXPERIENCE:
· Bachelor’s degree in management, public health, social sciences and/or related field
· At least 5-8 years of experience with NGOs or INGOs involving program implementation and subaward, grant and contract management, preferably in HIV/AIDS prevention and care program.
· Experience in program management, monitoring and evaluation and reporting in diverse settings.
· Working knowledge on the U.S. Government acquisition and assistance administration rules and regulation
· Experience working with an international non-governmental organization.
· Proficiency in reading, writing and speaking English
