Job Summary:
The STRengthening Infectious Disease DEtection Systems (STRIDES) Associate Technical Director for Global Health Security (GHS) will provide strategic and technical leadership for the design, implementation and monitoring of STRIDES activities in Jordan. This role will deliver high-level technical support to national and sub-national government ministries to build and sustain core GHS capacities, ensuring alignment with international frameworks and standards.
The STRIDES Jordan Associate Technical Director, GHS will supervise and provide technical direction and oversight to teams responsible for strategy development and implementation across key technical areas, including laboratory and diagnostics strengthening, antimicrobial resistance, infection prevention and control, and epidemiology and surveillance. The Associate Technical Director will collaborate closely with the project’s Monitoring, Evaluation & Learning (MEL) team to support monitoring, evaluation and reporting of technical achievements. S/he will be accountable for the successful delivery of all technical components and reporting for STRIDES Jordan from initiation through closeout, ensuring that all technical deliverables outlined in the Jordan work plan are completed on time and within budget.
Accountabilities:
- Serves as STRIDES Jordan technical lead and key point of contact for relevant topics at the country level.
- Provides technical direction to develop and lead implementation of the STRIDES Jordan workplan, ensuring alignment with STRIDES objectives and US Government priorities and with global technical standards and best practices.
- Ensures high quality technical deliverables—including workplans, required and ad hoc reports, and success stories highlighting technical achievements—are developed, submitted and approved on schedule and within budget parameters.
- Provides direction to ensure technical activities to ensure technical activities are compliant with STRIDES contract, US Government regulations, Jordanian regulations, relevant quality standards and FHI 360’s policies and procedures.
- Develops and maintains strategic relationships with key stakeholders, including government agencies, donors, implementing partners, and other health actors.
- Leads the operational and tactical technical management activities for STRIDES Jordan.
- May use statistical analysis systems, such as SAS, as appropriate. Plans and directs schedules and monitors budget/spending.
- Organizes the inter-project activities ensuring completion of the project on schedule and within budget constraints. Selects, develops, and evaluates personnel to ensure the efficient operation of the function.
- Manages and guides a team overseeing specific technical areas of the workplan, ensuring compliance with workplan and FHI 360 technical standards.
- Responds to client requests and questions on technical matters; ensures timely drafts and submissions of consent, approvals and/or waivers.
- Ensures technical activities are designed to support STRIDES monitoring and evaluation activities; collaborates with the monitoring, evaluation and learning (MEL) team to finalize and submit Jordan-specific technical indicators and report against their progress in quarterly, annual, and other reports.
- Represents STRIDES at global health security-focused events
- Supports performance management and professional development of direct reports, including ongoing feedback, mentoring and training.
- Acts as the designated deputy to the Country Project Director.
Applied Knowledge & Skills:
- Comprehensive knowledge of GHS concepts and subject matter expertise in one or more of the GHS domains (laboratory, AMR, IPC, surveillance epidemiology, etc.)

Supervision Given/Received:
- Directly supervises Technical Advisors for IPC and AMR, Epidemiology and Surveillance, and Lab and Diagnostics.
- Manages the technical team to meet project and organizational goals.
- Manages the budgets, methods, and strategies of the project.
- Recommends solutions to management on strategy, operational, and business decisions that affect the project.
- Reports to the STRIDES Country Project Director.
- Coordinates with country-based technical, administrative and finance staff, as well as HQ-based backstops to design and implement project activities within allocated resources.
Education Requirements:
- Master’s degree in public health, infectious diseases, laboratory sciences or its International Equivalent in diagnostics, epidemiology or other GHS domains.
- Project Management (PM) Certification preferred.
Experience:
- Minimum 12+ years of experience in public health, infectious diseases and/or global health security.
- Extensive technical and project management experience in relevant specialized areas, including significant leadership and line-management responsibilities. Experience working within non-governmental organizations (NGO) is preferred.
- Prior experience implementing U.S. Government-funded contracts strongly preferred.
- Demonstrated experience working with the health system in Jordan.

- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
Travel Requirements:
- Domestic travel between 10 – 50%
