We are currently seeking qualified candidates for the position of Technical Specialist-QMS for an upcoming TB diagnostic network strengthening opportunity in Bangladesh. This position is contingent upon award and will be based in Dhaka, Bangladesh.

Project Description:

The proposed Strengthening Locally led TB Diagnostic Network in Bangladesh to Prevent Global Transmission project will contribute to a sustainable, resilient, and locally-led tuberculosis laboratory network that addresses critical diagnostic access gaps, quality assurance challenges, workforce capacity constraints, supply chain disruptions, and reporting gaps; improving specimen referral, enhancing digital interoperability, improving equipment uptime, and enhancing the capacity for advanced DST testing to enhance the country's ability to swiftly detect and control tuberculosis, reduce the risk of disease transmission, and bolsters global health security.

Position Summary:

Under the supervision of the TB Laboratory Systems Advisor, the Technical Specialist-QMS will ensure technical deliverables are implemented in a timely manner. S/he will be responsible for providing developing and implementing systems-level interventions to strengthen the TB diagnostic network, in line with national priorities. The work will focus primarily on public health systems but may also include private health and other non-governmental diagnostic facilities (laboratories and point-of-care facilities). The position will be based in Dhaka and will involve frequent in-country travel.

Key Responsibilities:

  • Lead the development and implementation of TB diagnostic network strengthening interventions throughout Bangladesh.
  • Conduct systems strengthening measures to help laboratories achieve international quality standards including against ISO 15189 and/or SLMTA/SLIPTA.
  • Support MBDC to develop a diagnostic network optimization plan and other analyses designed for TB diagnostic network strengthening.
  • Assist the project team in developing the annual workplan incorporating LQMS activities to be supported through the project.
  • Develop and implement mentorship programs.
  • Develop and update the quality plan and schedule for all project supported network strengthening activities as per the approved work plan in discussion with the MBDC and other TB stakeholders.
  • Assist the project team in developing protocols, plans, and reports that will guide project strategies and assess ongoing performance.
  • Develop a strategy for strengthening national technical capacity in Laboratory Quality Management System (LQMS), TB diagnostic network standards, among other areas.
  • Assist MBDC in conducting QMS activities to strengthen practice and document nonconformity and Corrective and Preventive Action (CAPA).
  • Assist MBDC in QA/EQA, QMS, supply chain, and specimen referral and logistics to streamline chain of custody, cold chain, and turnaround time.
  • Design and implement a system for monitoring outcomes and impacts and plan the dissemination of results and lessons learned.
  • Conduct regular field visits to monitor quality indicators and identify gaps for improvement.
  • Coordinate and work with a diverse group of stakeholders from the Government of Bangladesh, national organizations, diagnostic network leaders, U.S. Embassy Dhaka, TIFA-Bangladesh of JSI, and other development partners.
  • Conduct other work as assigned by the supervisor.

Minimum Requirements:

  • Master’s degree or higher in Microbiology, Molecular Biology, Biomedical Sciences, or a related field including a strong focus on TB.
  • At least six years of direct experience in TB diagnostic network strengthening activities.
  • Demonstrated success in implementing LQMS (OJ1) (OJ2) (OJ3)
  • Experience leading trainings and/or providing mentorship to staff to address non-conformities and system gaps.
  • Experience supporting pre- and post-hoc quality management assessments to record facility improvements and evaluations.
  • Demonstrated experience working with Bangladesh NTP.
  • Fluency in written and spoken English.
  • Willingness and ability to travel a minimum of 50% within Bangladesh and perform other travel as needed.
