Our initiatives span essential health services—including HIV, maternal, newborn and child health (MNCH) and nutrition—procurement and supply chain management (PSM) for life-saving drugs, global health security (GHS)—including laboratory strengthening, antimicrobial resistance (AMR), disease surveillance, evidence-based public health messaging and community engagement, and health emergency management—and air quality management.
The U.S. government’s (USG) GHS program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.
POSITION SUMMARY
The Project Manager, STRIDES will provide overall management, operations and coordination support for the implementation of the STRengthening Infectious disease DEtection Systems (STRIDES) Activity in the Nepal Reporting to the Project Director, the Project Manager will support day-to-day project operations and management to ensure that all activities are executed efficiently, on schedule, within budget, and in compliance with donor and organizational requirements. S/he will oversee subcontractor planning, budgeting, implementation while ensuring alignment with STRIDES’ objectives to strengthen infectious disease detection, surveillance, and response systems. The Project Manager will coordinate closely with technical teams, sub-award partners, and relevant government and stakeholder counterparts to ensure integrated, high-quality, and timely delivery of project outcomes. Key responsibilities include supporting the implementation of work plans and deliverables, supporting risk and compliance management, monitoring progress against performance indicators, and facilitating effective communication among internal and external stakeholders. The incumbent will also support adaptive management by promoting learning, documentation of best practices, and continuous improvement in program implementation. The Project Manager plays a central role in ensuring STRIDES contributes to advancing the country’s global health security agenda by strengthening systems to detect, prevent, and respond to infectious disease threats in a sustainable and coordinated manner.
KEY RESPONSIBILITIES
- Coordinates and ensures the development and implementation of subcontractor activities from initiation to completion based on the established project scope, goals, and deliverables.
- Supports implementation of the project workplan, and ensures overall progress
- Supports documentation and reporting, ensures accuracy and presents updates to stakeholders
- Leads communications with partners/subcontractors, ensuring alignment and addressing concerns
- Coordinates team members to ensure project objectives and deliverables are met, fostering a collaborative work environment.
- Provide guidance and monitoring for project staff and subcontractors/sub-award partners, ensuring clarity over project plans and priorities, and encouraging effective teamwork.
- Develops best practices and tools for project execution and management.
- Evaluates the progress of planned activities on a regular basis.
- Builds, develops, and grows partnerships with partners vital to the success of the project.
- Ensures budgets are reflective of the activities in the project workplan and reforecast as changes are made to the workplan and in alignment with the scope of the project
- Manages the operational and tactical aspects of program activities in a matrix environment.
- Manages the development of project teams to ensure compliance with policies and procedures; also, to develop and implement process improvement plans.
- Keeps abreast of the latest strategies, tools and terminologies used in project management worldwide to adopt and increase productivity
- Ensure proper donor and organizational approvals are obtained prior to work being initiated.
- Proactively identify potential risks that could impact project successes, including financial, operational, technical and external risks.
- Develop and implement risk mitigation strategies, including contingency plans to address potential issues before they arise, and report on risk status to stakeholders.
- Establish a communication schedule to update stakeholders, including appropriate staff in the organization on the progress of the project.
- Collaborate with and support to Admin and Operations/Procurement team for consultant hiring
- Oversee the execution of sub-awards and consultants, ensuring all agreements are properly documented and aligned with project goals and donor requirements
- Collaborate with and support to Contracts and Grant management unit sub-award design and is responsible for sub-award monitoring.
- Monitor sub awardees to ensure compliance with terms and conditions, including collaborating with contracts/grants manager and finance manager on monitoring financial reporting, and performance obligations
- Develop a schedule for completion of subcontractor activities that effectively allocates the resources to the activities.
- Review the project schedule with project senior management and project staff and revise the schedule as required.
- Author reports (i.e., deliverables) on the project for management and donor.
- Builds, develops, and grows partnerships vital to the success of the project.
- Identifies partnerships, opportunities, and information to present to management to help achieve strategic goals of the project.
- Collaborate with the finance manager to determine the resources (time, money, equipment, etc.) required to complete activities.
- Collaborating with finance manager to monitor budgeted project expenditures in accordance with the workplan and what has been budgeted/forecasted; serves as backstop for approving financial expenditures.
- Collaborate with finance manager to ensure that all financial records for the project are up to date.
- Collaborate with and support to Admin & Operations/Procurement team and facilitate procurement, distribution, and tracking of supplies, materials, and equipment under the project.
- Collaborate with and support to Admin & Operations/Procurement team and Project team to manage, and monitor various events and activities for capacity strengthening, review and planning. Ensures financial reports and supporting documentation for subcontractors is complete as outlined in funding agreement.
- Coaches, mentors, and manages project officer, project assistant, and country program staff to ensure quality, efficiency and compliance with project and company
- Develop tools and techniques for delegating tasks according to the skills of project management office team members and evaluate the performance of project management office team members.
- Ensure that all project personnel receive an appropriate orientation to the organization and the project.
- Perform other programmatic, administrative, and coordination duties as assigned by the Program Manager, Project Director, or and Country Representative.
REQUIREMENTS
- Master’s degree (or equivalent) in Public Health, Epidemiology, Health Administration, Project Management, International Development, or a related field.
- Professional training or certification in Project Management (e.g., PMP, PRINCE2) or related areas will be an added advantage.
- Typically requires a minimum of 8+ years of relevant experience with projects management principles and practices, 2+ years of line management experience required.
- Having experience of managing staff/subcontractors/consultants with strong networking and team mobilization skills.
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization, and experience managing United States government (USG) funded awards.
- Experience managing and/or supporting complex USG contract/acquisition mechanisms required.
- Familiar with USG rules and regulations.
- International or domestic (US) program development or project management experience preferred.
- Understanding of the state’s new restructuring system Federal, Provincial and Local level government and especially good understanding of Nepal health system, Ministry, Department and Divisions/Centers.
- Ability to work independently on several tasks with minimal supervision and ability to work with multiple stakeholders.
- Computer skills (MS Word, Excel & PPT), including conducting virtual meetings/webinar.
- Proactive in managing multiple tasks, managing and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed.
- Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
- Excellent oral and written English and Nepali including documentation skills.
