Meeting Targets and Maintaining Epidemic Control (EpiC) is a global health initiative project funded by the U.S. Department of State for the period of 2019–2027. EpiC is led by FHI 360 with core partners— Right to Care, Palladium International, and Population Services International — and draws upon regional and local partners and expertise. EpiC delivers high-quality technical support at the community, facility, district, regional and national levels, and builds relationships with relevant stakeholders similarly working to address health security issues.

The U.S. Department of State in Indonesia is supporting EpiC to implement a Global Health Security (GHS) project for the period of October 1, 2025 – September 30, 2026. The EpiC GHS Indonesia project aims to reinforce the country’s ability to prevent, detect, and respond to zoonotic disease threats with pandemic potential in targeted geographic locations by 1) strengthening disease surveillance systems; 2) accelerating laboratory confirmatory testing; 3) enhancing outbreak response capacity and health emergency management; and 4) ensuring evidence-based public health messaging and community engagement. This project is being led by a dedicated team based in Jakarta that will support and work closely with three Provincial Coordinators (advertised here) and district-level Field Officers. There will be one Provincial Coordinator and one to two Field Officers in each of the three targeted provinces (Banten, West Java, and East Java). EpiC GHS staff will work with national and sub-national health authorities, including but not limited to, Tim Koordinasi Daerah (TIKORDA) for One Health, key decision-makers and health offices, Puskesmas, laboratories, and EpiC GHS subaward partners.

EpiC GHS will also closely collaborate with FHI 360’s STRIDES (STRengthening Infectious disease DEtection Systems) GHS team, whose work will primarily focus on animal health activities and cross-sector coordination. The EpiC and STRIDES teams will align human and animal health GHS activities at the national level and in the targeted provinces. Lastly, both teams will work closely with Government of Indonesia (GoI) counterparts to develop a transition plan promoting continuation and replication of best practices to sustainably strengthen the country’s capacity to prevent, detect, and respond to zoonotic diseases with pandemic potential.

Job Summary:

The Provincial Coordinator represents the EpiC GHS project at the sub-national level and serves as the primary liaison with local government and public health authorities, TIKORDA, and EpiC GHS subaward experts. The role involves planning, coordinating, and monitoring all GHS activities in the assigned province, in close collaboration with the two district-level Field Officers and the Jakarta-based team, to ensure interventions are implemented in line with the established workplan. This position requires a high degree of integrity, accountability, initiative, advanced communication and facilitation skills, and effective leadership and teamwork experience.

Accountabilities:

A. Activity Management and Supervision (40%)

  • Lead activity planning and management, in close coordination with Field Officers, to jointly contribute to adaptive implementation of EpiC GHS activities at the province and districts/cities.
  • Supervise Field Officer activities, providing regular support and clear direction.
  • Manage project operation and expenses at the provincial and district level, ensuring compliance with FHI 360 and donor policies.
  • Actively participate in regular coordination with the Associate Director and the EpiC GHS Jakarta-based technical staff, supported with documentation of progress and challenges.

B. Coordination and Partnership (40%)

  • Serve as the primary point of contact between the EpiC GHS Jakarta-based staff and sub-national health authorities.
  • Represent the project at local health cluster meetings and partner forums.
  • Provide technical assistance to sub-national health authorities, subaward partners, health facility staff, and coordination groups (e.g., TIKORDA) on response planning, simulation exercises, health emergency management, and pre-positioning of supplies.
  • Coordinate relevant logistics support to TIKORDA, Health Offices, Puskesmas, and laboratories.
  • In the event of a zoonotic disease outbreak with pandemic potential, engage with TIKORDA and other decision-makers to support rapid mobilization and coordination of a sub-national response team, in compliance with national protocols and FHI 360 policies.

C. Monitoring and Evaluation (20%)

  • With technical support from the project Senior M&E Officer and national technical team, ensure timely collection, verification, and transmission of project activity data and performance indicators, in collaboration from the respective project locations.
  • Conduct supervision and monitoring visits with the district Field Officer to health facilities and communities to assess implementation quality and identify needed adjustments.
  • Contribute to donor reports, technical content, and knowledge products, including but not limited to, lessons learned, success stories, and best practices.

Applied Knowledge & Skills:

  • Proficiency with database management software and on-line search tools required.
  • Development of scope of work and deliverables for partners, consultants, etc.
  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
  • Basic working knowledge of concepts, practices, and procedures with providing technical support for technical research studies.
  • Excellent oral and written communication skills.
  • Excellent organizational and analytical skills.
  • Demonstrated proficiency with using Microsoft Office Suite required.
  • Ability to analyze and interpret data, identify errors, and prepare reports.
  • Ability to solve problems and implement corrective action as needed.
  • Must be able to read, write, and speak fluent English.

Supervision Given/Received:

  • Has no supervisory responsibility.
  • Receives general instructions on routine work, detailed instructions on new assignments or projects.
  • Typically reports to an Associate Director or Director.

Education:

  • University degree (bachelor’s degree or higher) in public health, global health/international relations, anthropology, medical sciences, or another relevant field (Required)
  • Certified in project management. (Strongly desired)

Experience:

  • Minimum of eight (8) years of professional experience in managing and coordinating public health projects, preferably in the field of global health security, epidemic response, infectious disease surveillance, or health systems strengthening. (Required).
  • Demonstrated experience in human, financial, and logistical resource management at the provincial level, including budget management. (Required).
  • Familiarity or experience working with various local government offices including Sekretariat Daerah, BAPPEDA/BAPPERINDA, and Dinas Kesehatan. (Strongly desired).
  • Familiarity or experience working with One Health stakeholders. (Strongly desired).
  • Proven experience working with Indonesia’s health system and/or laboratory systems at the subnational level. (Strongly desired).

Technical Knowledge & Experience:

  • Strong understanding of one health/zoonotic diseases with pandemic potential. (Required)
  • Strong understanding of the Joint External Evaluation (JEE) framework and report. (Strongly desired)
  • Demonstrated experience in coordination of multisectoral activities or facilitating partnerships to drive improvement in public health outcomes. (Required)
  • Strong knowledge of local governance and decision-making dynamic at the province and district/city level. (Strongly desired)
  • Demonstrated knowledge and experience in supporting utilization or strengthening community-based surveillance (CBS), SKDR/EWARS, SIZE, or other public health surveillance systems. (Required)
  • Experience in disease outbreak response and preparedness. (Strongly desired)
  • Familiarity with Indonesia’s Risk Communication and Community Engagement (RCCE) Working Group. (Strongly desired)
  • Ability to identify and document critical data reporting challenges and coordination bottlenecks and provide strategic recommendations. (Strongly desired)

Other Relevant Skills and Competencies:

  • Excellent representation and professional presence, as the project also requires high-level engagement at the local level. (Required)
  • Excellent written and spoken communication in Bahasa Indonesia and proficiency. (Required)
  • Advanced advocacy skills, ability to work independently and take initiative, manage processes and deadlines with limited supervision, and collaborate effectively in team settings. (Required)
