PROJECT OVERVIEW:

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans each with its own technical scope and budget, one focused on achieving HIV epidemic control and one focused on strengthening global health security (GHS). The role outlined in this job description supports EpiC’s GHS workplan.

EpiC’s GHS workplan aims to strengthen national, subnational, and local capacities for the prevention, detection, and response to public health emergencies, including pandemic preparedness. Support is delivered across multiple technical areas, including Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control (IPC), and Evidence-Based Public Health Messaging. All activities and sub-activities under each technical area are aligned with and informed by national priorities and strategies, including the National Action Plan for Health Security (2025–2030), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025–2030.

JOB SUMMARY:

The Senior Finance & Admin Officer will support the Finance & Grants Manager oversee and coordinate EPIC Projects’ compliance with statutory financial reporting requirements, financial/admin operations, including financial reporting, budget/pipeline preparation, monitoring and linkage support of the project program & technical activities with finance and Country Office operations/administration teams, to ensure the fiscal well-being of the Project. Provides financial management and guidance, conducts analyses of financial data, provides budget analyses for project funds, and reviews and prepares required reports for project management and funding donors to ensure compliance with the donor's requirements. Proactively guides and supports financial success by providing high level analytical expertise, support implementation of project strategies and developing strong internal & external customer relationships. Reports to the Finance & Grants Manager and supervises assigned Finance staff.

KEY RESPONSIBILITIES:

General Finance

  • Lead support on all aspects of financial recording & management for the EpiC project.

  • Lead support on the month-end closing reports and preparation of project budget and monthly pipeline updates

  • Lead support and coordination to ensure compliance with statutory financial reporting requirements

  • Monitors program/activity expenditures against budget within the EpiC project. Prepare, review and analyze monthly financial reports regarding program/activity budgets, actual and forecasts

  • Interprets, analyzes, and/or evaluates data, ensures compliance with applicable state and federal statutes, and uses Generally Accepted Accounting Procedures (GAAP)

  • Supervises assigned Finance Officer and/or Assistant on day-to-day work and activities in supporting program and technical activities

  • Building staff capacities and trainings staff in financial policies and procedures

  • Coordinates with FHI/APRO and HQ auditors on program, financial, operational, and other reviews; and ensures that findings and recommendations of auditors are followed up and implemented

  • Coordinates with APRO in information sharing, provides required financial reports and serves as a point person for communicating in resolving financial issues

  • Provides recommendations, consult with Finance Manager and Project Management on the project’s financials and compliances

Administration/Operational Linkage

  • Works closely with Country office units to ensure project activities and expenditures are captured in the project financial records/reports on a timely basis

  • Monitors project activities and prepare periodic e.g., monthly reports on open items for coordination and status review with project team and concerned Country Office unit and/or staff

  • Maintains effective working relationships with the HQ/APRO Regional backstops, Program, Finance, People and Culture, and Operations/Administration teams and staff

Grants

  • Supports Program/Technical Lead for subawards in the conduct pre-award reviews for implementing partners for qualifying recipients as deemed appropriate in accordance with established FHI 360 procedures.

  • Reviews of sub-awardees’ proposed budgets and provide capacity building technical assistance to sub-awardee staff

  • Reviews Sub-awardee cash advance requests, invoice billings, monthly financial reports & conduct scheduled financial review visits

  • Updating of subaward monitoring systems and recording of subaward transactions

  • Performs other appropriate duties and responsibilities as assigned

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Usual office working conditions

  • Ability to travel domestically at least 25%

MINIMUM REQUIREMENTS:

  • Relevant software skills/use of MS Office

  • Prior experience working with international NGOs and government organizations an advantage

  • Good analytical, numerical, and problem-solving skills

  • Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities

  • Ability to develop effective work plan and priorities to meet business objectives

  • Familiarity with or knowledge of U.S. Department of State funded projects and grants management policies and procedures

EDUCATION/EXPERIENCE:

  • Bachelor or master’s degree in Accounting or Finance with at least 5 years of related experience that must reflect the knowledge, skills and abilities listed above.
