PROJECT OVERVIEW:

The Meeting Targets and Maintaining Epidemic Control (EpiC) project is a global health initiative funded by the U.S. Department of State, running from 2019 to 2027. In the Philippines, EpiC has two workplans each with its own technical scope and budget, one focused on achieving HIV epidemic control, and one focused on strengthening global health security (GHS). The role outlined in this job description supports EpiC’s GHS workplan.

EpiC’s GHS workplan aims to strengthen national, subnational, and local capacities for the prevention, detection, and response to public health emergencies, including pandemic preparedness. Support is delivered across multiple technical areas, including Zoonotic Diseases, Biosafety and Biosecurity, National Laboratory Systems, Surveillance, Public Health Emergency Management, Infection Prevention and Control (IPC), and Evidence-Based Public Health Messaging. All activities and sub-activities under each technical area are aligned with and informed by national priorities and strategies, including the National Action Plan for Health Security (2025–2030), the National Framework of the Philippine Health Laboratory System (PHLS), and the National Laboratory Strategic Plan (NLSP) 2025–2030.

JOB SUMMARY:

The Field Operations Officer works closely with the rapid response team (RRT) to support the effective delivery of GHS activities in the assigned priority region(s) by providing technical implementation, operational coordination, and field oversight. He or she will oversee the field team’s daily operations and serve as the primary point of contact for the Country Office and government counterparts, ensuring timely and efficient implementation of project activities. He or she liaises with the Technical Advisor, EMCE/BARMM Cluster Team Lead, to provide regular reporting and feedback and to participate in field operations planning. The role ensures cohesive project execution, strong partner engagement, and compliance with organizational and donor requirements.

KEY RESPONSIBILITIES:

Technical Implementation and Project Delivery

  • Provides technical and programmatic support for planning and implementing key GHS technical areas in assigned priority region(s).

  • Identifies and executes technical strengthening and integration activities to ensure cohesive, effective project delivery.

  • Collaborates with the project management team to assist in ensuring project needs and requirements are met.

Field Coordination and Operational Management

  • Liases mainly with regional and local partners, including community stakeholders, keeping all parties informed about project updates.

  • Facilitates coordination between the field team in the assigned priority region(s) and the technical and enterprise teams at the Country Office.

  • Provides high-level administrative oversight and support on project operations, including procurement, travel, activity management, logistics, and resource management.

  • Supervises the field team in the assigned priority region(s) and offers necessary capability development support to ensure they have the resources and training required to accomplish their tasks.

  • Contributes to developing the field operation’s activities and procurement plans in coordination with the field team, cluster management, and other relevant technical staff/teams.

Monitoring, Evaluation, and Reporting

  • Supports the monitoring and evaluation of technical and programmatic effectiveness of project activities and interventions.

  • Gathers financial and technical tracking data and prepares project reports and other documents.

  • Ensures that project activities remain on schedule and within budget, while leveraging technical expertise to guide adaptive management during implementation.

Technical Documentation and Knowledge Products

  • Contributes to writing technical briefs, reports, SOPs, policies, protocols, and manuals.

  • Contributes to the development and sharing of lessons, knowledge, innovations, and best practices, and to documenting processes and procedures to improve efficiency and quality of work.

Compliance and Risk Management

  • Ensures compliance with safety protocols, donor requirements, and organizational policies in all field operations.

  • Coordinates and directs activities to meet client, funder, and regulatory requirements.

  • Identifies, manages, and resolves risks, issues, or concerns related to field operations and implementation.

MINIMUM REQUIREMENTS:

  • Excellent understanding of field operations, logistics, procurement processes, and administrative systems.

  • Ability to manage field deployments, multiple priorities, and operational risks in dynamic environments.

  • Demonstrated ability to lead field teams in diverse environments.

  • Excellent coordination, organizational, and communication skills, with the ability to work across technical, finance, people and culture, administrative, and procurement teams.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.

  • Demonstrated proficiency with using Microsoft Office Suite required.

  • Ability to analyze and interpret data, identify errors, and prepare reports.

  • Ability to solve problems and implement corrective action as needed.

WORKING CONDITIONS AND TRAVEL REQUIREMENTS:

  • Usual office working conditions.

  • Ability to travel domestically at least 30%.

EDUCATION/EXPERIENCE:

  • Bachelor's degree or its international equivalent in public health, nursing, social sciences, development studies, civil society, management, business administration, or related field.

  • Experience in public health emergency response, outbreak operations, or rapid field deployment is desirable.

  • Typically requires at least 3 years of relevant experience in providing technical assistance and support.

  • Demonstrated experience working with government counterparts at the national, regional, and local levels, partner organizations, and community stakeholders. Previous engagement with BARMM is highly preferred.
