Position: Procurement and Supply Chain Management (PSM) Officer

The PSM Officer is responsible to assist in the procurement, storage, inventory management, and distribution of health commodities, ensuring quality, timely availability, and compliance with government and organizational standards. The role monitors stock at implementing partners, supports reporting and analysis, and contributes to capacity-building in supply chain management.

KEY RESPONSIBILITIES

  • Provide support in procurement of the necessary commodities with close coordination with Logistic Management Section (LMS), Management Division (MD).
  • Provide support in preparing necessary documents and follow-up with the Department of Health Services (DoHS), Department of Drug Administration and other relevant government agencies for import permission and exemption of Tax/VAT/import duties of all the commodities.
  • Cross verifies the quantities received against a final purchase order and report any discrepancies on time. Inspect the commodities and report any visible damage on time.
  • Support Management Division, Central Medical Store for the inventory management and good storage practice.
  • Provide technical assistance to MD for distribution plans, proper and timely distribution of the commodities to Provincial Health Logistic Management Centers (PHLMCs) with coordination with concerned government agencies
  • Regularly monitor the stock status of the health commodities, equipment and vaccines and inform to the LMS/MD and other Divisions and Centers to address the stock related issues.
  • Manage/maintain logistics files, assuring that all required documentation/approvals are kept properly for easy retrieval.
  • Support to manage proper disposal procedures and documentation of expired/and unusable health commodities.
  • Support in preparing monthly, quarterly and annual logistics reports as per requirement/ request.
  • Provide TA to the IHIMS/MD to organize Forecasting and Quantification exercise and pipeline report
  • Support to LMS/MD preparing pipeline review and supply plan report based on PAMS data to to ensure commodity availability at service delivery points
  • Perform any other task assigned by Management Division and supervisor or Country Representative/Project Director.

REQUIREMENT

  • Bachelor’s degree in Public Health, Management, Supply Chain Management, Pharmacy or related Social Science(s) with three years of experience in warehouse/store management of pharmaceutical and/or health products. Master’s degree is preferable with relevant experience.
  • Pharmacy/PSM and/or experience of working with Government Health Procurement and Supply Chain Management will be an asset.
  • Self initiator and ability to work independently on several tasks with minimal supervision
  • Ability to work independently on several tasks with minimal supervision and ability to work with multiple stakeholders
  • Knowledge of United State Government (USG) procurement and contracting regulations.
  • Knowledge of word processing and familiarity with databases, including spreadsheets, and word processing
  • Proactive in managing multiple tasks, managing and working in virtual work environment, and flexible and open for managing time for working with different teams in different time zones as needed.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
  • Excellent oral and written English and Nepali including documentation skills.
