Position: Health Information System (HIS) Specialist

The HIS Specialist is a critical part of the Meeting Targets and Maintaining Epidemic Control (EpiC) project’s strategic information team. The HIS Specialist is responsible for working alongside EpiC’s government partners and implementing partners (IPs) to advance the use of health information management systems (HIMS) and the subsequent use of data from these systems to inform planning and improve health outcomes. The individual in this role will work across EpiC’s broad technical portfolio, engaging in activities for HIV, global health security, maternal, newborn, and child health (MNCH), and nutrition. The Specialist will liaise with Government of Nepal stakeholders at the national and subnational level, local implementing partners (IPs), as well as FHI 360 technical focal points in the Nepal office, in the Asia Region, and at headquarters.

KEY RESPONSIBILITIES

  • Coordinate the identification of technical requirements and specifications for project-related HIMS with government and non-government stakeholders.
  • Identify technical service providers capable of delivering on HIMS-related activities and oversee their work.
  • Work closely with the strategic information team to identify opportunities to enhance the accurate and efficient capturing of project data and other health system related data and leverage the most strategic opportunities.
  • Expand the Maternal Perinatal Death Surveillance and Response system to include community perinatal death reporting.
  • Develop data systems to capture and visualize Minimum Service Standards at the health facilities, work with program team to determine if changes are needed to those standards and support system upgrades as needed.
  • Analyze program data and inform program staff of gaps and potential areas for quality and program improvement.
  • Support the development and implementation of EpiC Nepal M&E systems.
  • Guide IPs to achieve all HIS-related deliverables for FHI 360, its donors, and the government.
  • Communicate and facilitate the use of data in all project activities through the improvement.
  • Develop and revise data collection and reporting systems and tools.
  • Support HIS-related capacity-building for IPs and government counterparts.
  • Develop and/or improve dashboards associated with government data systems.
  • Perform other relevant duties assigned by supervisor, various technical directors, and the Country Representative/Project Director.

REQUIREMENTS

  • Master’s degree in computer science, statistics, public health, or population and three years related experience or a bachelor’s degree with five years of related experience in health information system development.
  • Ability to initiate and implement activities with minimal supervision and manage high volume workflows with multiple tasks across several programmatic areas.
  • Experience with MPDSR, Data for Accountability, Transparency and Impact (DATIM), District Health Information System II (DHIS2), Public Asset Management (PAMS), systems to track zoonotic disease outbreaks, and other national and donor-managed HIMS and M&E systems.
  • Proactive in managing multiple tasks, managing and working in a virtual work environment, and flexible and open for managing time working with different teams in different time zones as needed.
  • Knowledge of various programming languages.
  • Experience using Microsoft Office tools (Word, Excel, PowerPoint, Teams, Outlook, SharePoint, etc.) as well as Power BI is an advantage.
  • Excellent interpersonal, organizational, communication, team building and management, and problem-solving skills.
  • Ability to travel 20-30% outside Kathmandu.
  • Excellent oral and written English and Nepali including documentation skills.
