Meeting Targets and Maintaining Epidemic Control (EpiC) is an FHI 360 implemented global health initiative project funded by United States Government (U.S.G). FHI 360 is seeking applications from qualified Mozambicans for a Technical Advisor – Nutrition position for the EpiC Project in Mozambique to be seconded at the Mozambique Ministry of Health (MISAU), Nutrition Department. The project focuses on improving maternal, newborn, child health, immunization and nutrition outcomes by increasing use and access to high quality services.

Job Summary

The MISAU Nutrition Technical Advisor will work under the supervision of the EpiC Technical Director (TD) and will provide technical support and coordination to the Nutrition department at central level of the Ministry of Health for policy and strategies development, including updates based on international standards of care, and guidance, and dissemination support to lower levels MISAU staff. He/she will represent the EpiC MNCH+N project in key technical working group meetings and provide up-to-date information and guidance to the project in line with MISAU priority Nutrition activities, particularly PIN and high-impact practices and interventions. S/he will support in building MISAU technical capacity at all levels. The successful candidate will sit at the Nutrition department, MISAU in Maputo with frequent check-in with the project staff at the FHI360 offices in Maputo, reporting to the Technical Director.

Accountabilities:

  • Coordinate project and FHI 360 representation with national government actors, particularly in health and other key sectors.
  • Collaborate with MISAU Nutrition department staff and other nutrition technical assistance partners in developing and updating policies and strategies based on international care guidelines and best practices.
  • Participate in central level Nutrition technical working group supporting MISAU efforts and flow down information to the project that will help with the successful implementation of approved interventions.
  • Works with government counterparts to develop their capacity to conduct nutrition clinical supervision using approved standards and tools in a timely and cost-effective manner.
  • Support in central level TA and supportive supervision visits nationally, with a particular focus on project target provinces of Nampula and Zambezia.
  • Provide technical expertise and supervision in the implementation and monitoring of nutrition service delivery interventions at the health facility and community level.
  • Support the project with the synthesis of nutrition monitoring data for health facilities and communities’ indicators and develop responsive programmatic activities or course correction, for review and approval by the project management team.
  • Support MISAU in training quality assurance and care provision by community health workers (APS) and other providers at the community level
  • Contribute content on nutrition related activities and participate in the development of work plans, quarterly and annual reports, financial reports, and any other reports required by the U.S. Department of State's Office of Foreign Assistance.
  • Collaborate with other technical advisors at HQ and country level to ensure that activities are integrated, aligned, efficient, and comprehensive.

Required Qualifications:

  • Master’s degree in public health, social sciences, development studies or its equivalent in related areas
  • Clinical training as a medical doctor, preferably a pediatrician, or nurse specializing in neonatal and child health
  • At least 8 years of experience in Nutrition and public health programs
  • Experience in supervisory positions leading junior and support staff, and provision of supportive supervision and conducting staff performance evaluations
  • Proven experience working with the Ministry of Health (MISAU) and knowledge of national and provincial health systems. (Zambézia and Nampula especially)
  • Demonstrated ability to build and maintain effective working relationships with government staff and community stakeholders.
  • Fluency in Portuguese required. Preference for strong interpersonal and oral presentation skills in English.
  • Ability to work independently and manage a high-volume workflow.
  • Excellent oral and written communication skills.
  • Excellent organizational and analytical skills.
  • Ability to work under pressure and flexibility.

Typical office environment.

Ability to spend long hours looking at a computer screen and doing repetitive work on a keyboard. Ability to sit and stand for extended periods of time. Ability to lift 5 - 25 lbs.

Technology to be Used: Personal Computer, Microsoft Office 365 (i.e., Word, Excel, PowerPoint, Skype/TEAMS, email), office telephone, cell phone and printer/copier.

Travel Requirements: 10% - 25%
