The Meeting Targets and Maintaining Epidemic Control (EpiC) project is an eight-year (2019–2027) global health project initially funded by the U.S. Department of State (DoS) as part of the President’s Emergency Plan for AIDS Relief (PEPFAR). EpiC operates in approximately 50 countries, addressing key public health challenges such as HIV/AIDS, pandemic preparedness, and global health security.
In Ukraine, the project receives Global Health Security (GHS) funding to strengthen global, regional, and local public health systems, building on broad experience and existing capabilities that align with national GHS priorities, and US Government goals. EpiC will support the national and regional public health institutions, health care facilities, the State Service of Ukraine on Food Safety and Consumer Protection’s research institutes and regional departments, academic institutions, as well as civil society organizations. to strengthen GHS capacities in infection prevention and control (IPC), antimicrobial resistance (AMR), health emergency management (HEM), with a particular focus on the prevention, detection and response to infectious disease outbreaks of epidemic significance. All activities will be aligned with national regulations, guidelines and standards, as well as relevant international frameworks.
FHI 360 is seeking qualified candidates for a Senior Financial Officer to be based in Kyiv, Ukraine. This position is open to Ukrainian nationals who are residing in Ukraine or are willing to relocate to Ukraine. Professional proficiency in written and spoken Ukrainian is required.
Job Summary:
The Finance Officer will support the EpiC Senior Finance Officer in all financial management, administration and other operational functions of the project. S/he will provide support in areas of financial management, accounting and record keeping within the project and ensure that all functions under the implementing partners are conducted in an efficient manner and in compliance with USG and FHI 360 policies, procedures and regulations. The position requires close collaboration with other operations staff within EpiC and the FHI 360 Ukraine country office to ensure application of FHI 360 and USG regulations, policies and practices.
Accountabilities:
- Prepare and review activities budgets, pipeline reports, and budget for compliance with EpiC, US Government and FHI 360 standards.
- Prepare monthly financial pipeline and other reports for submission in accordance with EpiC directives.
- Support the timely closure and submission of monthly financial and accounting reports and any other specifically required financial reports, such as quarterly pipelines to HQ
- Perform/review reconciliations with respect to bank, balance sheet, vendors, inventory etc.
- Assist in the development of sub-awardee budgets and provide capacity building technical assistance to sub-awardee staff.
- Review sub-awardee monthly financial reports and conduct scheduled financial review visits.
- Assist in communicating with the bank on all issues related to the project, including bank account balances, check book requests, bank statements etc.
- Conduct pre-award reviews for implementing partners for qualifying recipients as deemed appropriate in accordance with established FHI 360 procedures.
- Coordinate with the Associate Director, Finance for audits and assist in ensuring that the audit recommendations are effectively implemented.
- Review and perform spot checks and reconciliation for petty cash per FHI 360 and client requirements
- Support procurement for project, including reviewing vendor selection analyses from and ensure adherence to procurement requirements
- Review payments to ensure documentation and process are in line with FHI 360 cost principle requirements and support ontime payments
- Review accounting transactions to ensure costs are charged to correct codes before releasing them to the accounting system
- Ensure timely process and payments to all statutory payments as per law of the land and FHI 360 policies and procedures
- Assist in developing and revising, as needed, FHI 360 operating, program, and project budgets.
- Maintenance of a proper and transparent filling system of all documents related to finance.
- Confirm availability of funds before authorization of project expenditures. Reviews and ensure all financial transactions have the required supporting documents.
Education Qualification & Experience
- Bachelor’s degree in finance, Accounting or Business Administration with 3-5 relevant experience. CPA, ACA or any other relevant professional qualification is desirable.
- Demonstrated experience in financial management and reporting, grants management, budget development skills for USG-funded projects and general ledger skills.
- Good analytical, numerical and problem-solving skills.
- Proven proactive skills in identifying cost savings, cost avoidance and efficiency opportunities.
- Ability to develop effective work plan and priorities to meet business objectives.
- Familiarity with or knowledge of US Government-funded projects and grants management policies and procedures.
- Demonstrated expertise in building effective relationship with key stakeholders.
- Familiarity with Ukraine public health sector, non-governmental organizations (NGOs) and community-based organizations (CBOs) in Ukraine is highly desirable.
- Cultural sensitivity and sound understanding of the needs of vulnerable populations.
- Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.
- Ability to interpret financial and other quantitative information and reports.
- Good report writing and documentation skills.
- Ability to manage tight deadlines and deliver high volumes of work with minimal supervision.
- Must be able to read, write and speak fluent English and Ukrainian
Typical Physical Demands:

- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
