Report To : Senior Finance & Operations Manager, STRIDES

Location : Dhaka, Bangladesh

This position is contingent upon funding from the Department of State (DOS).

Project Description:

A disease can spread from any remote village to any major city on all continents in as little as 36 hours. Increased international travel and trade, population growth and movement, greater urbanization, and insufficient attention to existing weak health systems are key drivers for the emergence of infectious diseases.

The U.S. government’s (USG) Global Health Security (GHS) program provides life-saving assistance to prevent, detect, and respond to infectious disease threats which pose risks for public health outbreaks that could cost lives. As part of the USG’s GHS program, the STRengthening Infectious disease DEtection Systems (STRIDES) Activity advances cross-sectoral efforts to successfully identify, manage, and respond to infectious disease threats; detect and prevent further outbreaks; and instill confidence and trust in a country’s disease detection and surveillance structures and services.

STRIDES aims to increase a country’s Joint External Evaluation (JEE) scores by supporting national governments to strengthen core capacities — including laboratory and surveillance systems strengthening and emergency response operations — thereby improving compliance with International Health Regulations (IHR) and overall global health security. Table 1 summarizes how STRIDES aims to improve JEE technical areas to strengthen disease prevention, detection and response.

Position Summary:

The Accountant will play a vital role in maintaining financial integrity and supporting effective financial management of the STRIDES project in Bangladesh. Working under the direct supervision of the Senior Finance Manager, the Accountant will be responsible for day-to-day financial operations, including recording, reviewing, and reconciling financial transactions; preparing payment vouchers; ensuring compliance with FHI 360 and donor financial policies; and supporting budget and audit processes.

The incumbent will ensure timely financial reporting, adherence to internal controls, and accuracy of accounting records. This position demands strong attention to detail, the ability to handle sensitive financial information, and a commitment to efficiency and transparency in managing donor funds. The Accountant will collaborate closely with the Finance and Operations team, procurement, logistics, and program units to ensure smooth financial operations that support project goals.

Financial Management and Processing

Assist the Senior Finance Manager in managing day-to-day accounting and financial functions for the STRIDES project. Review and verify all supporting documentation for payments (e.g., invoices, purchase orders, delivery notes, bid evaluations, and acceptance certificates) to ensure completeness, accuracy, and compliance with FHI 360 and USAID regulations. Prepare and process bank payments through online banking systems, including transfers, currency conversions, and cash deposits, ensuring timely disbursement to vendors, consultants, and staff. Prepare and maintain bank payment vouchers and ensure all transactions are properly coded to appropriate project cost centers. Manage advance payments and ensure timely liquidation of staff travel advances and workshop expenditures. Ensure timely processing and payment of all statutory obligations (e.g., VAT, tax withholding, pension, and social security) in line with local laws and organizational policy.

Financial Recording and Documentation

Maintain accurate, up-to-date, and auditable records of all financial transactions, including payment vouchers, journal entries, and supporting documents. Maintain a well-organized filing system (both physical and electronic) for financial and accounting records for easy retrieval and reference. Support the reconciliation of accounts, including bank reconciliations, vendor accounts, staff advances, and balance sheet items on a monthly basis. Assist in month-end and year-end financial closings and ensure compliance with corporate accounting timelines and requirements.

Compliance and Internal Control

Ensure that all financial transactions comply with FHI 360 financial procedures, USG regulations, and applicable laws of Bangladesh. Review and recommend improvements to financial control systems to minimize risks and strengthen compliance. Support the Finance & Operations team in conducting regular internal reviews and audits of project accounts and financial systems. Ensure all tax-related documentation is accurately prepared and maintained in compliance with national regulations. Work closely with the Procurement Specialist to review procurement requests for completeness and compliance. Support the preparation of purchase requisitions, bid analyses, and vendor payment documentation, ensuring financial accuracy and necessary approvals. Liaise with vendors and service providers on payment-related issues and maintain positive professional relationships. Support internal and external audits by preparing documentation, responding to audit queries, and implementing audit recommendations. Provide orientation and guidance to new staff on finance-related policies and procedures as needed. Perform other financial and administrative duties as assigned by the Senior Finance & Operations Manager.

Minimum Requirements

  • Bachelor’s degree in accounting, Finance, or Business Administration.
  • Minimum 4–5 years of progressively responsible experience in accounting and financial management, preferably in USG or other international donor-funded projects.
  • Sound knowledge of accounting principles, financial reporting, and internal control systems.
  • Hands-on experience with accounting software or ERP systems (experience with TESS or similar systems preferred).
  • Strong analytical and numerical skills, with the ability to interpret financial data and prepare accurate reports.
  • Demonstrated experience with bank reconciliations, general ledger management, and statutory compliance.
  • Good understanding of Bangladesh’s financial and tax regulations.
  • Proven ability to manage multiple priorities under tight deadlines with minimal supervision.
  • High degree of integrity, confidentiality, and commitment to organizational values.
  • Excellent interpersonal and communication skills, with the ability to work collaboratively in a multicultural environment.
  • Proficiency in Microsoft Office applications, especially Excel and Word.
  • Fluency in English and Bangla (written and spoken).
  • Position open to Bangladeshi nationals or individuals legally authorized to work in Bangladesh.
