Title : Associate Director, Finance and Operations

Report To : Project Director, EpiC

Location : Dhaka, Bangladesh

This position is contingent upon funding from the Department of State (DOS).

Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government (USG) and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

Position Summary:

The Associate Director, Finance and Operations will provide strategic leadership and oversight of all financial, administrative, operational, and compliance functions of the US DOS-funded EpiC Bangladesh project. Reporting to the Project Director, the Associate Director will ensure strong financial stewardship, effective operational systems, and rigorous compliance with USG regulations, FHI 360 policies, and local laws. This role will guide resource planning, procurement, subaward management, and risk mitigation strategies to enable efficient project implementation and sustainable impact across all technical areas, including GHS, MCH, nutrition, and outbreak preparedness.

Key Responsibilities:

Financial Management:

  • Provide strategic leadership and oversight for all financial planning, budgeting, forecasting, and expenditure management processes, ensuring alignment with project goals, donor requirements, and organizational priorities.
  • Oversee the preparation, review, and submission of comprehensive monthly, quarterly, and annual financial reports for internal stakeholders, donors, and regulatory bodies, ensuring accuracy, transparency, and strategic insights.
  • Lead the review and validation of all financial transactions, cost allocations, and supporting documentation, establishing robust internal controls and ensuring full compliance with donor regulations and organizational policies.
  • Monitor financial performance and burn rates across program components; proactively advise the Project Director, senior leadership, and technical teams on strategic budget realignments, cost optimization, and resource reallocation.
  • Provide expert technical leadership to ensure compliance with Generally Accepted Accounting Principles (GAAP), Cost Accounting Standards (CAS), and Federal Acquisition Regulations (FAR), while continuously strengthening financial governance and risk management frameworks.
  • Drive continuous improvement in financial systems and processes, providing strategic recommendations on financial policies, compliance mechanisms, and internal control enhancements.
  • Lead the design, implementation, and oversight of internal financial audits and compliance reviews, identifying risks, recommending corrective actions, and ensuring timely resolution.
  • Serve as a strategic advisor to senior management on financial planning and sustainability strategies, contributing to long-term business planning and decision-making.
  • Mentor and build the capacity of finance team members, fostering a culture of accountability, accuracy, and continuous learning.

Grants, Contracts, and Subawards:

  • Provide strategic oversight of subaward and service contract management, ensuring financial compliance, performance quality, and alignment with project objectives.
  • Lead the review and approval of subaward budgets, financial reports, and disbursements, ensuring accuracy and adherence to donor and organizational standards.
  • Oversee and ensure competitive, transparent partner selection processes in compliance with US DOS and internal policies.
  • Monitor and guide sub-grantees on compliance, deliverables, and risk mitigation, escalating issues and driving corrective actions as needed.

Procurement and Logistics:

  • Provide strategic leadership for procurement planning, tendering, vendor selection, and contract management to ensure value for money and operational efficiency.
  • Oversee review and approval of procurement requests, payment vouchers, and disbursements, ensuring full compliance with FHI 360 policies and donor regulations.
  • Ensure adherence to US DOS and organizational procurement standards, driving continuous improvement in processes and compliance systems.
  • Supervise asset and inventory management, ensuring accuracy, accountability, and lifecycle optimization.
  • Lead coordination of logistics for trainings, workshops, travel, and field operations, ensuring seamless program delivery.

Administrative and Operational Support:

  • Provide strategic leadership in designing and strengthening administrative and operational systems to ensure efficient project implementation and compliance with USG and organizational policies.
  • Oversee development, review, and updates of operational, administrative, and financial policies and protocols to support evolving project needs.
  •  Ensure effective day-to-day management of office operations, IT support, and facility maintenance for seamless program delivery.
  •  Lead and mentor administrative teams, fostering a collaborative work environment and ensuring high-quality operational support.

Compliance, Capacity Building and Team & Risk Management:

  • Ensure adherence to USG regulations, FHI 360 policies, and national labor/tax laws.
  • Facilitate internal and external audits and support implementation of audit recommendations.
  • Identify and mitigate financial and operational risks to safeguard project assets and ensure accountability.
  • Reviews security data with security manager and provide oversight and guidance in safety measures for all office staff.
  • Capacity Building and Team Management:
  • Provide technical guidance and capacity building for finance and operations staff and subawards.
  • Foster a culture of compliance, transparency, and continuous improvement in operational systems.
  • Conduct regular reviews of systems and processes for efficiency and effectiveness.

Qualifications and Experience:

  • Master’s degree in Finance, Accounting, Business Administration, Economics, or a related field is required.
  • Professional certifications such as CPA, ACCA, CMA, or CA are highly desirable.
  • Additional training or certification in financial management, donor compliance, or project management is an asset. Minimum 10–12 years of relevant experience in financial and operations management in international development projects, preferably US DOS-funded.
  • Solid understanding of USG regulations (including 2 CFR 200, ADS, and FAR/AIDAR).
  • Demonstrated experience managing multi-million-dollar budgets and subawards.
  • Strong background in procurement, compliance, and risk management.
  • Proven experience in team supervision, partner management, and organizational capacity development.
  • High proficiency in financial software (e.g., QuickBooks, ERP, Excel, DPA, GFASS).
  • Strong interpersonal, communication, and problem-solving skills.
  • Fluency in English and Bangla (written and spoken).

Travel Requirements:

Occasional travel to field implementation areas as needed.
