Job Summary:
The Health Informatics Specialist will provide technical support to staff and project and will lead the design and implementation of activities focusing on enhancing health information systems for the STRengthening Infectious Disease DEtection Systems (STRIDES) activity in Uganda. S/He will work towards strengthening surveillance and health data systems in close collaboration with government partners. This will include digitalization of surveillance data, increasing interoperability and data sharing across sectors, improving health data analytics and data visualization, geospatial mapping, and enhancing alert generation, among other aspects. She/he will collaborate closely with the project MEL Officer in the generation of health analytics to support STRIDES MEL reporting. S/He will work closely with the STRIDES project country and Headquarter (HQ) teams to coordinate on the technical aspects of surveillance and health informatics system activities.
Accountabilities:
Technical Requirements:
- Provides project staff with overall technical direction and guidance related to health informatics in Uganda
- Provides technical support to develop a robust, integrated case-based surveillance (CBS) system that consolidates facility and community-level data across multiple diseases of public health importance, automated data collection from existing digital systems, data analytics and visualization, enhanced alert generation, and other aspects
- Provides technical support to strengthen surveillance systems’ interoperability and data sharing through the integration of surveillance systems across sectors
- Provides technical support to strengthen digitalization of surveillance and data systems, including surveillance bulletins as applicable
- Collaborates closely with government counterparts in the design and implementation of health informatics platforms
- Supports data linkage and integration of partner supported digital solutions/electronic surveillance tools.
- Works closely with the team to ensure that implementation of health informatics activities remains technically sound and adheres to FHI 360’s strategy and standard operating procedures (SOP’s).
- Develops or writes technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures related to health informatics.
- Provides technical input on STRIDES project best practices related to health informatics
- Participates in client meetings and draft reports/presentations.
- Provides any other Health Informatics technical support as required
Applied Knowledge & Skills:
- In-depth knowledge of concepts, practices, and procedures related to health informatics
- Knowledge of health informatics systems in Uganda
- Development of scope of work and deliverables for partners, consultants, etc.
- Proficiency with database management software and on-line search tools required.
- Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
- Articulate, professional, and able to communicate in a clear, positive manner with clients and staff.
- Must be able to read, write, and speak fluent English.
- Excellent organizational and analytical skills.
- Excellent and demonstrated project management skills.
- Ability to influence and collaborate with others.
- Demonstrated proficiency with using Microsoft Office Suite required.
- Ability to analyze and interpret data, identify errors, and prepare reports.
- Ability to solve problems and implement corrective action as needed.
Education:
- A Master’s degree in health informatics, public health, epidemiology, biostatistics or its International Equivalent (Public Health with an informatics track; Health Information Systems; Health Data Science).
- A bachelor’s degree in computer science, statistics, mathematics, data science or information systems
- Certification in a related field is of added advantage
Experience:
- 6+ years of relevant experience in health information systems, data analytics and data visualization
- Experience and knowledge of global health security information systems, disease surveillance and outbreak/incident reporting
- Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
- Prior work experience collaborating with government partners
- Proficiency in dashboard development, data management and analytic software e.g., MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata.
- Experience with geospatial modeling preferred
- Strong negotiation, coordination, communication, and interpersonal skills.
- Ability to motivate, influence and collaborate with others.
- Excellent oral and written communication skills in English,
Typical Physical Demands:
- Typical office environment.
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
Technology to be Used:
- Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Skype/Zoom/Teams), cell phone/mobile technology, and standard office equipment.
