Project Background

Meeting Targets and Maintaining Epidemic Control (EpiC), a global project funded by the U.S Government and the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand improve maternal, newborn, and child health (MNCH), address malaria, improve nutrition; and promote health systems strengthening (HSS) including supply chain management. In Haiti, EpiC implements HIV, MNCH and nutrition activities, working closely with the Ministry of Public Health and Population (MSPP).

Job Summary

Under the supervision of the EpiC Haiti Project Director the Maternal, Newborn, and Child Health (MNCH) and Nutrition Technical Advisor II will closely work with EpiC headquarters (HQ) and in-country MNCH and nutrition teams, United States Government (USG) personnel, implementing partners, and the Ministry of Health to provide guidance on the delivery of USG -endorsed life-saving interventions for pregnant women, newborns, and children including antenatal care (ANC), postnatal/postpartum care, emergency obstetric and newborn care (EmONC), integrated community case management (iCCM), infant and young child feeding, screening and treatment for acute malnutrition, among others.

The MNCH and Nutrition Technical Advisor II is an advanced subject matter expert who will oversee the MNCH and Nutrition components of the program, directing and advising other technical staff members. The Senior Technical Advisor will provide oversight to the day-to-day technical and operational aspects of MNCH and nutrition and integrated health projects and will supervise technical staff members to ensure that project activities are on track with work plans. This position will inform project design and implementation, drawing from their technical expertise in MNCH and nutrition. The MNCH and Nutrition Technical Advisor II will lead the development and revision of best practice documents in Haiti, monitor budgets in collaboration with finance staff, and will be expected to coordinate and work with a diverse group of partners, such as the Ministry of Health, international and national development partner organizations, and United States Government (USG) personnel to complete work.

Accountabilities

Technical Requirements:

  • Provides MNCH and nutrition input to senior technical leadership at project and national level using evidence-based best practices, guidelines and normative policies.

  • Leads the creation of the technical portions of MNCH and nutrition program designs within the given resources and financial constraints.

  • Coordinates with project technical and programmatic staff to ensure that activities are implemented as per global and national best practices and can achieve expected targets and are consistent with FHI 360 policies.

  • Influences the design and scope MNCH and nutrition programs and develops strategies and tools (training, capacity strengthening, coaching guidelines, and standards) for technical activities.

  • Networks with project team members, EPIC HQ staff, and with in-country forums.

  • Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.

  • Works on problems of complex scope that require evaluation of variable factors.

  • Demonstrates good judgment in selecting methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.

  • Provides technical leadership in MNCH and nutrition as a representative of FHI 360 including by representing the organization to external entities at professional meetings and conferences.

  • Maintains collaborative relationships with USG personnel, relevant government agencies, bilateral programs, and other NGOs as a knowledgeable resource in MNCH and nutrition.

  • Assists in managing USG relations, including reviewing technical reports, preparing, and delivering presentations.

  • Identifies strategies to address knowledge and capacity gaps in MNCH and nutrition among project staff.

  • Develops project work plans and coordinates with USG personnel and partners on activities.

Quality Assurance:

  • Ensures technical deliverables and implementation are consistent with global and local best practices and meets USG technical requirements and contractual obligations.

  • Proactively identifies risks or challenges to technical deliverables and creates mitigation plans.

  • Reviews, analyzes, and evaluates the effectiveness of the program and makes recommendations to improve efficiency and effectiveness.

Applied Knowledge & Skills:

  • In-depth MNCH and nutrition knowledge and detailed knowledge of related technical specialties (for example immunization, health systems, primary health care, and integrated nutrition).

  • Ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.

  • Ability to exchange information, present recommendations and collaborate with colleagues and peers within the organization and possibly externally.

  • Ability to influence others of the benefits/importance of an idea or plan of action and to gain their support or commitment.

  • Strong negotiation skills and ability to reach mutual points of agreement and benefit among peers and colleagues.

  • Demonstrated MNCH and nutrition technical expertise through selection of methods, techniques, and evaluation criteria for obtaining solutions, with little supervision.

  • Fluency in French, Haitian Creole required. Advanced English preferred

Education

  • Master’s Degree or its International Equivalent in Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.

  • Project Management (PM) Certification preferred.

Experience

  • 12+ years of relevant experience designing, managing, and evaluating MNCH and nutrition programs and initiatives.

  • Clinical experience with public health training is strongly preferred.

  • Participation in national normative bodies or committees for MNCH and nutrition.

  • A history of relevant publications, presentations, reports, and manual/tool development.

  • Experience implementing large projects or programs funded by the USG

  • Deep knowledge of the MNCH and nutrition landscape

Typical Physical Demands:

  • Typical office environment.

  • Ability to spend long hours looking at computer screens and doing repetitive work on a keyboard.

  • Ability to sit and stand for extended periods of time.

Technology to be Used

Personal Computer/Laptop, Microsoft applications (i.e., Office 365, SharePoint, Zoom/Teams), cell phone/mobile technology, and standard office equipment.

Travel Requirements

Up to 50% in-country
