Project Description

Meeting Targets and Maintaining Epidemic Control (EpiC), is a global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Department of State (DOS), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; expand tuberculosis detection and treatment (TB), improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

The EpiC Cameroon buy-in will support the continuation and expansion of life-saving HIV prevention, treatment, care, and support services in Cameroon, building upon the foundational work of previous PEPFAR-funded initiatives. The focus will be on strengthening community-led platforms and integrating them with facility-based systems to increase access to quality HIV-related services, particularly for populations at higher risk of HIV, Children and Adolescents Living with HIV (C/ALHIV), HIV-exposed infants (HEIs), and their caregivers. Collaboration with the Government of Cameroon (including the Ministry of Public Health and the National AIDS Control Committee), PEPFAR clinical partners, the Global Fund, and local community organizations will be essential to ensure the delivery of high-quality, evidence-based, family-centered where necessary and population-specific interventions.

Job Description

As part of the Senior Management Team, the Associate Director, Programs (AD) will report to the Project Director and is responsible for the successful programmatic implementation of the EpiC Cameroon project. The AD will provide guidance and lead implementation within the project framework, government policies and strategies, and in compliance with donor regulations. In collaboration with the Project Director, this individual will forge and maintain cooperation between FHI 360 and partner organizations and government partners, such as the Ministry of Public Health in Cameroon as well as the National AIDS Control Committee, through regular communication, cooperation and, where appropriate, joint decision-making. The AD will supervise the technical team and closely coordinate with Strategic Information and Finance & Grants colleagues to ensure continued high performance and responsiveness to changing needs and opportunities in support of the project.

The position will be based in FHI 360’s office in Yaounde, Cameroon with travel throughout the country.

Job Responsibilities

  • Provide leadership and management, ensuring strategically coherent project direction, well-managed growth, and compliance with donor regulations.

  • Continually seek out ways to build the capacities of the project team members, individually and collectively.

  • Coordinate with other members of the Operations management team on appropriate management, compliance, and performance standards, as well as effective systems for budget management, knowledge management and risk management associated with the project.

  • Support technical and Strategic Information staff to collect, document and disseminate lessons learned and best practices, incorporating these into new project/program designs.

  • Ensure routine monitoring visits to the field are conducted to ensure donor compliance and quality project/program implementation.

  • Coordinate with local subaward partners to ensure programmatic implementation is on target, in close collaboration with the FHI 360 technical, strategic information , and finance and grants management teams.

  • Coordinate with the stakeholders units to ensure sound budget management, expense control and timely contractual documentation.

  • Mitigate any potential risk by collaborating with the Finance unit(s) to ensure that programming staff fully understand financial and administrative processes involved in project budget cycles.

  • Develop a sound understanding of the project to be able to professionally represent the organization to implementing partners, the government, other stakeholders and donors

  • Assist the senior management in developing strong relationships with stakeholders and donors, assisting with visits and in the development of appropriate advocacy actions

  • Oversee programmatic inputs to advocacy efforts both in-country and globally.

  • Create a supervisory environment focused on the achievement of team and individual results that emphasizes the importance of learning, productivity, accountability, and openness

  • Assist with the preparation of annual work plans, performance monitoring plans, and donor reports.

  • Participate in client / funder meetings and draft reports / presentations.

  • Perform other duties as assigned.

Education Qualification/ Skills & Experience

  • Bachelor's Degree or its International Equivalent in public health, epidemiology or other relevant disciplines.

  • Program Management (PM) Certification preferred.

  • Minimum of 10+ years’ relevant experience (including a minimum of 3+ years of line management experience), including technical and/or managerial roles and health programming. .

  • Experience coordinating and supporting implementation of local subawards. Effective knowledge of design, implementation, and management of public health projects funded by US government or other international donors. Experience with PEPFAR funding preferred.

  • Knowledge of various funding mechanisms, general contracting, and reporting requirements

  • Knowledge of donor planning and reporting systems.

  • Sensitivity to cultural differences and understanding of the sociopolitical nuances in the operating environment

  • Demonstrated multi-sector project management experience, and experience in the Cameroon public health sector.

  • Experience operating in insecure environments.

  • Experience working in a non-governmental organization (NGO).

  • Ability to manage projects and plan for the successful implementation of activities.

  • Excellent report writing, analytical, and communication skills, including oral presentation skills.

  • Proficiency in Microsoft Office applications such as MS Word, Excel, PowerPoint, and well-developed computer skills.

  • Strong written and verbal communication skills.

  • Ability to travel within Cameroon as needed.

  • Fluency in French and English preferred.
