Title : Data Specialist

Report To : Strategic Information Advisor, EpiC

Location : Dhaka, Bangladesh

This position is contingent upon funding from the Department of State.

Project Description:

Meeting Targets and Maintaining Epidemic Control (EpiC) is a global project funded by the US Government and the US President’s Emergency Plan for AIDS Relief (PEPFAR), that provides strategic technical assistance and direct service delivery to achieve HIV epidemic control among all at-risk populations; strengthen global health security (GHS), including outbreak response; improve maternal and child health (MCH), address malaria; and promote health systems strengthening (HSS) including supply chain management.

Position Summary: The Data Specialist will support the EpiC Bangladesh project in ensuring high-quality data collection, management, analysis, visualization, and reporting for activities related to Risk Communication and Community Engagement Maternal and Child Health Nutrition, and Global Health Security Working under the guidance of the Strategic Information Advisor, the Data Specialist will lead efforts to compile, validate, and analyze programmatic data, contribute to performance monitoring, and support data-driven decision-making across project components.

The role requires strong technical skills in managing large datasets, ensuring data quality, working with diverse data sources, and developing user-friendly data products (e.g., dashboards, infographics). The Data Specialist will also provide support in meeting donor reporting requirements and fostering alignment with national health information systems.

Key Responsibilities:

Data Management and Reporting

  • Maintain and regularly update databases, spreadsheets, and digital platforms used for monitoring RCCE, MCH, nutrition, and GHS indicators.
  • Collect, clean, validate, and consolidate data from implementing partners, field teams, and government stakeholders across 8 divisions.
  • Generate summary tables, charts, and infographics to support internal learning and external reporting.
  • Ensure accurate and timely submission of data for donor-required performance indicators, including custom and standard indicators (
  • Prepare datasets and analyses for inclusion in donor reports, presentations, technical briefs, and knowledge products.

Data Analysis and Visualization

  • Conduct routine and ad-hoc analyses of program data to identify trends, gaps, and opportunities for course correction.
  • Support the Strategic Information Advisor in developing dashboards (e.g., Power BI, Excel) to visualize project performance.
  • Disaggregate data by relevant variables (e.g., age, sex, region, sector, service type) as per indicator requirements.
  • Collaborate with technical teams to integrate community feedback data into program analysis and support evidence-informed decision-making.

Data Quality Assurance

  • Participate in Data Quality Assessments (DQAs), field monitoring visits, and data verification exercises.
  • Identify and flag data quality issues and work with partners and field teams to resolve discrepancies.
  • Maintain proper documentation of data sources, validation processes, and audit trails to ensure accountability and transparency.

Capacity Building and Coordination

  • Support capacity building of project staff, implementing partners, and local stakeholders on data management and indicator tracking.
  • Assist in developing data tools, SOPs, and guidance documents for field data collection and reporting.
  • Coordinate with relevant government agencies (e.g., MOHFW, Ministry of Women and Children Affairs) and civil society organizations to ensure data alignment with national priorities and frameworks.
  • Support data harmonization and sharing with other USG supported platforms such as STRIDE, ensuring complementarity and avoiding duplication.

Monitoring and Indicator Tracking

  • Track progress against key project indicators and targets such as:
    • % of target populations receiving accurate health information (GHS-RCCE Custom-1)
    • of RCCE-trained workers and community leaders engaged
    • MCH outcomes (e.g., ANC visits, facility deliveries, postnatal care)
    • Nutrition coverage and SBC activities
    • Community feedback mechanisms and their integration into RCCE planning
  • Assist in the development and update of performance monitoring plans and indicator tracking tables.

Qualifications and Experience:

Education & Experience:

  • Master’s degree in public health, Statistics, Computer Science, Demography, Data Science, or a related field.
  • Minimum 5–6 years of experience in data management, monitoring and evaluation, or research for donor-funded development or health programs.
  • Proven ability to manage, clean, analyze, and interpret large datasets, preferably in health or humanitarian settings.
  • Experience working with USG, PEPFAR, or other international donor-funded programs is preferred.

Technical Skills:

  • Proficiency in Excel, Access, and data visualization tools (e.g., Power BI, Tableau).
  • Experience with digital data collection tools (e.g., KoboToolbox, ODK, CommCare).
  • Knowledge of statistical software such as SPSS, STATA, or R is an advantage.
  • Familiarity with national health information systems (e.g., DHIS2) is desirable.
  • Strong analytical and problem-solving skills.
  • Excellent attention to detail and organizational skills.
  • Ability to work independently and collaboratively in a dynamic, multicultural team environment.
  • Strong written and verbal communication skills in English; Bangla language proficiency preferred.
  • Willingness to travel to field sites across Bangladesh as needed.

Preferred Experience:

  • Prior experience in managing data for RCCE, MNCH, nutrition, or global health security programming.
  • Knowledge of PEPFAR or USG reporting indicators and frameworks.
  • Experience integrating community feedback or behavioral data into program reporting.
